Two officials of Tegeres West Division SACCO in Kapchorwa District have been charged before the Kapchorwa Chief Magistrate’s Court over the alleged theft of money meant for beneficiaries under Uganda’s Parish Development Model (PDM).
According to the State House Anti-Corruption Unit, the accused are Siwa Moses, the SACCO Chairperson, and Sorowon Sam Kwurus, the SACCO Secretary.
The duo was arraigned in court following investigations conducted jointly by the Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).
The suspects face charges of theft and conspiracy to defraud.
Authorities allege that between September and October 2025, the two officials, together with other suspects still at large, conspired to steal money belonging to several beneficiaries of the Parish Development Model in Tegeres West Division SACCO.
The Parish Development Model is a flagship government programme aimed at boosting household incomes and integrating subsistence households into the money economy through direct financial support at parish level.
The alleged theft is expected to raise fresh concerns over accountability and management of PDM funds, which government has repeatedly warned must be protected from abuse and corruption.
The accused were remanded to prison until May 14, 2026, when they are expected to reappear in court as investigations continue.
