The Government Chief Whip, Denis Hamson Obua, has called for stronger coordination, unity and strategic leadership within the ruling National Resistance Movement (NRM) Parliamentary Caucus as Parliament continues to debate key national legislation.
Speaking after a review meeting with the Executive Committee and Regional/Zonal Whips of the NRM Parliamentary Caucus, Obua commended members for their commitment to strengthening legislative efficiency and improving service delivery to Ugandans.
The meeting focused on evaluating the performance of the caucus leadership structure, discussing emerging national priorities, and enhancing coordination in advancing government business in Parliament.
Obua emphasized that teamwork and cohesion within the caucus remain critical in ensuring effective representation of wananchi and successful implementation of government programmes.
He said the NRM government remains focused on passing progressive laws aimed at improving livelihoods, strengthening public institutions and accelerating Uganda’s socio-economic transformation.
According to Obua, recent reforms undertaken by government, including changes in the coffee sector, were designed to improve efficiency and enhance service delivery to citizens.
“Our reforms are always guided by the national interest and the desire to create stronger systems that better serve Ugandans,” he noted.
The Government Chief Whip also underscored the strategic role played by regional and zonal whips in mobilizing support for government business in Parliament and maintaining cohesion within the ruling caucus.
He stressed the importance of continuous stakeholder engagement and effective communication to help the public better understand the intentions and benefits of government policies and legislation.
On legislative matters, Obua referenced recent Bills debated by Parliament, including the Uganda People’s Defence Forces (Amendment) Bill, 2025 and the Protection of Sovereignty Bill, 2026.
He said the proposed laws are intended to strengthen national security, protect constitutional order and safeguard Uganda’s sovereignty.
Obua further applauded members of the Executive Committee and the institution of Parliament for what he described as positive cooperation that has enabled several legislative successes.
The review meeting, he said, provided an important platform for caucus leaders to reflect on achievements, assess emerging priorities and strengthen strategies for improved legislative coordination and national service delivery.
