A businessman identifies as Nuwagaba Vincent accused of posing as a government official to squeeze Shs500 million from a Chinese-owned vehicle assembly company has been charged before the Anti-Corruption Court and remanded to prison.

Nuwagaba Vincent was arraigned on Thursday in a joint operation involving the State House Anti-Corruption Unit, Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

He faces charges of impersonating a public official, corruption and demanding money by menace.

The court remanded Nuwagaba until September 29, 2026, as investigations continue into an alleged extortion network involving individuals who reportedly posed as or worked with officials from government institutions.

According to the prosecution case, the alleged scheme unfolded in August 2026 in different locations in Mpigi District and Kampala, where Nuwagaba allegedly targeted a director of Double Q Company Ltd, a Chinese-owned company involved in vehicle assembly.

Investigators allege that Nuwagaba falsely presented himself as an official from the Ministry of Water and Environment and accused the company of degrading a wetland at Nakirebe in Mpigi District.

But prosecutors allege that the wetland accusation was allegedly used as leverage to demand a massive payment.

Nuwagaba is accused of soliciting Shs500 million, allegedly telling the company’s directors that he could help them prevent or frustrate action by relevant authorities against their activities at the site.

The allegations have raised questions over how individuals can exploit the names and authority of government institutions to intimidate businesses and extract money.

‘Government officials’ allegedly used to pile pressure

Investigators further allege that Nuwagaba did not operate alone.

According to the case presented to court, he allegedly worked with individuals said to be connected to the Ministry of Water and Environment and Mpigi Magistrate’s Court, who were allegedly used to increase pressure on the targeted company and its directors.

The alleged involvement of persons linked to public institutions has widened the investigation beyond the businessman himself.

The Anti-Corruption Unit said investigations are continuing to identify and apprehend all persons suspected of involvement in the alleged scheme.

The case therefore remains active, with investigators expected to establish whether Nuwagaba acted alone or whether the alleged operation involved a wider network exploiting government offices and legal processes to threaten businesses.

Court battle now underway

Nuwagaba’s arraignment marks the beginning of the formal court process. The allegations against him remain allegations until proved in court.

His remand means he will remain in custody until the next court appearance on September 29, when the case is expected to come up for further proceedings.

The case is likely to draw scrutiny over the alleged abuse of government identities and institutions in attempts to extract money from private businesses.

For investigators, the focus now shifts to tracing the alleged Shs500 million demand, identifying everyone who may have participated in the alleged scheme and determining whether any genuine government officials were involved.

The Anti-Corruption Unit, CID and ODPP have indicated that the investigation is still ongoing.
