President Yoweri Museveni has named 13 people for appointment as permanent secretaries across ministries, commissions and Parliament.
In a statement issued under Article 174(2) of the 1995 Constitution, Mr Museveni listed the appointees and their offices as follows:
The names are not yet final. Mr Museveni said he has directed the Public Service Commission to assess the suitability of each appointee and advise him accordingly.
The changes put new people in some of the most closely watched accounting offices in government. Mr Damulira takes over as Clerk to Parliament from Adolf Mwesige, who has held the job since 2021 and was reappointed in 2024. At the ICT ministry, Prof. Akandwanaho follows Dr Aminah Zawedde, who was retained in the 2024 reshuffle. Ms Namugambe is named for the agriculture ministry, where Gen David Kasura was last reappointed in 2024. At the Office of the Prime Minister, Mr Mugunga is named to succeed Alex Kakooza, who was moved there in early 2025.
Permanent secretaries are the administrative heads and accounting officers of their ministries. They turn Cabinet decisions into programmes and answer for how public money is spent.
The announcement follows the naming of Mr Museveni’s 2026-2031 Cabinet earlier this year, and reports that he planned to bring in new officials to run ministries.
