President Yoweri Museveni has said the government is prepared to increase annual road maintenance funding for districts from Shs1 billion to Shs3 billion, but only if local leaders properly account for the money already allocated and justify the need for more funding.
Speaking at a public rally in Kassanda District, Museveni—who is also the NRM presidential candidate—voiced frustration over the poor condition of some roads, questioning how this persists despite regular transfers from central government.
“I used a very bad road to get here, yet every year we send Shs1 billion to the district. So where is that money going?” the President asked.
He warned against misuse of public resources, saying weak accountability at the local level is often to blame for poor service delivery. Museveni urged voters to be careful when choosing their leaders, stressing that electing officials who fail to monitor government programmes ultimately hurts communities.
“If the funds we provide are not enough, they should inform us. We are ready to raise it to Shs3 billion if necessary,” he said.
Museveni reaffirmed the NRM government’s commitment to expanding and maintaining infrastructure nationwide, noting that good roads are essential for trade, access to services and wealth creation.
He called on district leaders to be open and proactive in reporting challenges to central government, rather than remaining silent as residents endure poor infrastructure. The President also reminded the crowd that peace and stability under the NRM have supported long-term investment and development, urging continued support for the ruling party.
