The recent reshuffle of Resident City Commissioners, Resident District Commissioners and their deputies has generated confusion. On March 23rd, 2022, the Office of the President announced changes in the offices of RDCs, RCCs and the deputies.

However, some of those dropped have refused to hand over the office, some of the transfers have been rescinded while other appointees are reporting to areas where they are not expected. 

Caleb Tukaikiriza, who according to the deployment circular was transferred from Kalungu to Rubirizi district, says that he was surprised when he received a posting letter to Sembabule district. 

This affected Nicholas Kaine Kamukama, who had been posted to the same office in the circular.  According to Kamukama, he learned of the abrupt changes when he reported to the office of the President last week to sign his acceptance letter.

The same scenario played out in Rakai district where Faisal Sseruwagi showed up to take up the office of the Deputy RDC instead of Charles Lwanga who was deployed there according to the circular.

Sseruwagi was deployed to the neighbouring Kyotera district where the office of the Deputy RDC has remained vacant to date.

He, however, told URN that he reported to the right duty station and that there is no other claimant to the office he is currently occupying.

“I’m aware that the Deputy RDC for Kyotera is yet to report but the appointing authority will certainly address the mix-up,” he noted

In Nakasongola district, the circular indicated that RDC Darius Nadinda had been moved to Madi Okollo district and his Deputy Jonathan Akweteireho to Kyenjojo district. However, the transfer has since been cancelled. 

Akweteireho said they stopped work for a week and started preparing their handover reports and moving to their new stations.  He, however, says that they received communication indicating that their transfers had been cancelled.

Rose Birungi, who had been deployed to Nakasongola ended up reporting to Kamuli as the RDC. In Nakaseke, the Deputy RDC, John Kaddu has vowed not to hand over the office to his successor Moses Muyambi, an NRM mobilizer from the Luwero district. 

Muyambi told URN that he is prepared to receive the office at 2 pm on Thursday as Deputy RDC whereas Captain Yahaya Kakooza will take over from Fred Bamwine as RDC. 

However, Kaddu told URN on Thursday morning that he has not recieved official communication from President Museveni indicating that he was sacked from the office.

He explained in 2013, some officials dropped him from the RDC list and President Museveni was surprised to learn later at a public function that he was no longer RDC before he ordered he is immediate reinstatement.

“We assume offices with appointment letters and we must leave with letters. That is a rumour because I have no letter sacking me and am still around the office to execute the assignment till when President Museveni writes to me officially that I stop to do so,”, the retired major told URN. 

In Luwero, Feheera Mpalanyi N. Bbosa who had been transferred to the district from Kiboga was shocked to find Mariam Kaberuka also appointed to the same office. 

She later received a phone call instructing her to report to the President’s office for another deployment. Kaberuka has since assumed the office. 

The presidency Minister, Milly Babirye Babalanda couldn’t be reached for comment on the mixup in the transfers.
