KCCA Launches Shs7trillion 5-year Strategic Plan

Kampala Capital City Authority has launched approximately Shs7trillion five-year strategic plan running from the 2020/21 to 2024/25 as authorities outlined efforts to focus on planning and developing Uganda’s capital.

The Seven Trillion Shillings plan was launched on Tuesday at City Hall by the Prime Minister Ruhakana Rugunda.

According to the plan, KCCA seeks to promote quality education through the renovation of school infrastructure which includes classrooms, science laboratories, constructing teachers’ houses and sanitation facilities among others.

The plan also includes the implementation of Shs3.3trillion Greater Kampala Metropolitan Transport Master Plan which includes rehabilitation of 69.25 Km of roads, increase non-motorized transport and improve street lighting among others.

KCCA also plans to implement last year’s drainage master plan at Shs739billion and waste Management programs which include waste collection and recycling at Shs184billion.  

Speaking at the launch, Rugunda expressed optimism that the grand plan will be achieved since a number of stakeholders in the city have been reached out for advice before coming up with the plan.

“This plan is a great pillar in achievement of our vision 2040 as the country seeks to transform from a low income to a middle-income status. I am happy many stakeholders have been considered and this speaks to the pride of the NRM,” Rugunda said.

He noted that since the city is the gateway to the entire country, it is high time everyone joins hands in ensuring the strategic plan is achieved.

Kampala Minister, Betty Amongi said in 10 years’ time, 40% of the country’s population will be living in cities and noted there is need to ensure the quality of life in cities is improved by stakeholders.

“The strategic plan is the framework to blend economic prosperity, quality of life and environment responsibility into a style of growth that makes every party of our city better, particularly during these difficult times,” Amongi said.

The Executive Director of KCCA Dorothy Kisaka said the plan is meant to promote economic growth, good governance, enhance the quality of life and make Kampala a resilient City. 

Apart from the Transport Drainage Master Plan that was developed in 2018 and 2019, the five-year strategic plan contains goals carried forward from the 2014/2015 to 2018/2020 Strategic Plan.

The earlier plan also sought to improve the road network, street lighting and creation of more workspaces.

It also targeted promoting quality education, good health and sanitation of city dwellers.

However, according to the Deputy Lord Mayor Doreen Nyanjura who is also the head of council business at KCCA, the authority achieved only 30% of its target.

Less than 200kilometres of roads have been reconstructed while only one market -the Kasubi Market has been completed.
