Pallisa Member of Parliament, Hon. Otukol Samuel, has been found guilty in a shocking corruption case that has rocked both Parliament and local government circles.
The Anti-Corruption Court on Friday, March 27, 2026, convicted Otukol on two counts of theft and two counts of conspiracy to defraud, bringing his political future into serious question.
He was not alone.
Three others were also nailed in the same scandal:
- Osire Ezekiel, a company director, was convicted of theft and conspiracy to defraud.
- Odap Francis, former Chief Administrative Officer of Namisindwa District, was found guilty on multiple counts of causing financial loss and conspiracy.
- Wamburu Willy, former Acting Chief Financial Officer, was also convicted on similar charges.
How the scam worked
Court heard that between June and November 2019, the group orchestrated a well-calculated scheme to siphon public funds from Namisindwa District.
The money was disguised as staff loan deductions, then secretly wired to three private entities:
- United for Development SACCO
- Samix Uganda Ltd
- Zedkol Financial Services
Investigators revealed a bombshell — none of these companies had provided any services to the district, and they were not licensed by the Uganda Microfinance Regulatory Authority.
Otukol, who is a director in Samix Uganda Ltd, was found to have played a central role in the scheme alongside his co-accused.
Jail looming
With sentencing set for April 1, 2026, the embattled MP now faces a possible 14-year prison sentence under the Anti-Corruption Act.
The conviction marks a dramatic fall for the legislator, whose name is now firmly tied to one of the latest high-profile corruption cases involving public funds.
