Flying Squad & Intelligence Chiefs Charged

The general court martial has preferred charges against several police officers related to the kidnap and repatriation of random refugees.

The charged officers include Herbart Muhangi the former commander of Uganda Police’s Flying Squad, Colonel Ndahura Atwooki former Director of Crime Intelligence and the former Special Operation Unit Commander Nixon Agasirwe.

They pleaded not guilty to the offence that the prosecution says were committed between 2012 and 2018.

They were charged together with the former Inspector General of Police, Gen Kale Kayihura who was absent in the court.

They were accused of aiding and abetting the kidnap of Rwandan refugees and repatriation of random refugees back to Rwanda against their will.

The officers were also charged with failure to protect war materials when they issued firearms and ammunition to unauthorized persons which included member of Boda Boda 2010 boss a one Abdallah Kitatta.

This group is also accused of failure to supervise and ensure accountability for arms and ammunition issued to specialised units under the office of Inspector General of Police.

Other units include Flying Squad unit, Witness Protection unit and the Crime Intelligence Directorate of Police.

Lieutenant General Andrew Gutti, the Chairman of the General Court Martial remanded them back to Makindye military barracks where they already spent several months.

They will reappear in court on 11th February, 2019.
