During the recently concluded by election in Arua Municipality, several offences were committed by some people The offences included treason, assault and malicious damage to property, among others.

Some suspects obstructed, stoned and damaged one of the cars in the Presidential Motorcade.

Investigations revealed a number of suspects including Hon Francis Zaake Butebi, Member of Parliament, Mityana Municipality, who either directly and/or indirectly occasioned these offences.

Thirty three of the suspects are already charged before court.

Hon Francis Zaake was arrested on 13’th August 2018, but developed a condition which necessitated hospitalization .

As a result, he was taken to Arua Referral Hospital under Police custody.

At the hospital, he was received, admitted and treated.

The Police allowed the medical personnel to attend to him uninterrupted and in privacy, while maintaining guard outside.

He took advantage of the situation on his own, and / or aided by some elements, to escape from custody.

Police investigations subsequently discovered that he was hospitalized at Rubaga Hospital in Kampala.

Police refrained from interfering with his medical treatment but kept a keen eye on him.

Having alleged that he was still unwell, Police communicated to Rubaga Hospital in writing, seeking to have his condition ascertained by Government doctors at Mulago National Referral Hospital, before he could be arraigned before Court.

Following the communication, Police approached the administration of Rubaga Hospital to further discuss modalities of transferring him to Mulago Hospital.

Regrettably, the hospital management declined.
