Ambassador Kiguli Herbert Remanded To Luzira Over Shs494m Financial Loss

The Anti-Corruption Court has remanded Ambassador Kiguli Herbert to Luzira Prison over allegations that he caused a financial loss of more than Shs494 million to the Government of Uganda.

Kiguli, 59, was on Monday, October 5, remanded until October 7, 2026, when he is expected to return to court for the hearing of his bail application.

According to the Inspectorate of Government (IG), Kiguli is accused of causing a financial loss of Shs494,097,270 to the Government and abusing his office while serving at the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).

The accused, who currently serves as Consul General at the Consulate General of Uganda in Mombasa, Kenya, appeared before Anti-Corruption Court Principal Magistrate Christopher Opit.

The charges were read to Kiguli, who denied the allegations.

Prosecution alleges that on November 9 and 10, 2020, while serving as Commissioner for Human Resource Management at MAAIF, Kiguli originated and signed, on behalf of the Principal of Bukalasa Agricultural College, five requisitions totalling Shs614,768,000.

The requisitions, according to the IG, resulted in a financial loss of Shs494,097,270 to the Government.

Investigators further allege that at the time the transactions were made, the funds had not been budgeted for or expected by Bukalasa Agricultural College.

The Inspectorate also claims that there was no valid Memorandum of Understanding governing the financial relationship between the college and MAAIF.

According to the IG, the money was intended to facilitate various MAAIF activities that could not take place because of restrictions imposed during the COVID-19 pandemic.

The Government’s case was represented by Inspectorate of Government officials led by William Moses Ntumwa, Principal Inspectorate Officer, alongside Inspectorate Officers Milly Namuwanga and Jennifer Katusiime.

Kiguli was previously arrested by the Inspectorate of Government before being taken to court.

The latest case adds to the Government’s continuing crackdown on suspected abuse of public office and misuse of public resources.

The Inspectorate of Government has reiterated its commitment to protecting public funds and urged public officials to comply with financial regulations while executing their duties.

Kiguli will return to the Anti-Corruption Court on October 7 for consideration of his bail application.
