The ruling National Resistance Movement (NRM) has officially flagged off its 2026–2031 campaign trail in Greater Luweero, the cradle of Uganda’s liberation struggle, under the banner “Protecting the Gains as We Make a Qualitative Leap into High Middle Income Status.”
President Yoweri Kaguta Museveni, the NRM flag bearer, chose Luweero as the symbolic starting point, acknowledging its historical significance as the sacred ground where the NRA/M struggle planted the seeds of Uganda’s peace, stability, and transformation.
Education as a Cornerstone of Progress
In its campaign launch message, the NRM highlights the government’s track record in improving education across Luweero. From just 57 schools at the time of liberation, the district now boasts 1,497 schools, a clear testament to the government’s investment in education.
Every parish in the region now has a Universal Primary Education (UPE) school, while each sub-county has a government seed secondary school. Recently, Luweero District renovated 14 school blocks and constructed five new ones under the school facilitation grant, including facilities at St. Mugaga Kikungo, St. Dominic Savio Buvumu, Kkalwe Primary School, and Kyetume SDA.
In the new manifesto, the NRM has pledged to introduce free feeding in government-aided schools, a move expected to lower school dropout rates and boost literacy levels across the country.
Socio-Economic Transformation Through PDM
The impact of the Parish Development Model (PDM) is also front and center at the Luweero campaign launch. The district has so far received Shs 26.33 billion to support households in income generation, marking a milestone in community-driven economic empowerment.
This is development by the people, for the people. The PDM empowers every parish to be the driver of its own transformation.
Infrastructure and Health Investment
The NRM also showcases ongoing infrastructure and health projects in the region.
- District Headquarters Construction: Shs 1.2 billion has already been released, with Shs 6.1 billion earmarked for this financial year.
- Fruit Factory Project: Shs 2.5 billion invested to enhance agro-industrialization, reduce post-harvest losses, and strengthen value addition.
- Healthcare Expansion: In June 2025, the UPDF resumed construction of a 100-bed block at Luweero Hospital. Once complete, it will decongest existing wards, ease overcrowding, and improve patient care.
Commitment to the Four Pillars
As the campaign trail begins, Museveni reaffirms the revolutionary character of the NRM, anchored on the four pillars: patriotism, Pan-Africanism, socio-economic transformation, and democracy.
With this foundation, Uganda is ready to secure the gains of the past and make the qualitative leap into high middle-income status. The launch in Luweero sets the tone for the NRM’s nationwide campaign, projecting continuity, stability, and progress as the central message to Ugandans ahead of the 2026 General Elections.
