
The Mufti of Uganda, Sheikh Shaban Ramadhan Mubaje, has praised the National Identification and Registration Authority (NIRA) for the efficiency of its biometric systems and urged all Ugandans to actively participate in the ongoing National ID mass enrolment and renewal exercise.
After renewing his own National ID at the Uganda Muslim Supreme Council (UMSC) headquarters on Wednesday, Dr. Mubaje described the process as “swift and seamless,” saying it took “less than six minutes to capture biometrics” due to his use of the online pre-registration portal.
“This is a critical step in Uganda’s journey toward ensuring legal identity for all,” the Mufti said, commending NIRA for deploying what he called an efficient and advanced system that enhances security and prevents identity fraud.
He specifically lauded the user-friendly pre-registration portal https://prereg.nsis.nira.go.ug, which allows applicants to complete part of the process online before appearing at enrolment centres. “The efficiency and dexterity of the system deployed are impressive,” he added.
Dr. Mubaje highlighted the use of advanced biometric technologies such as iris scanning, fingerprint recognition, and digital signatures as essential in making identity forgery “extremely difficult.”
Calling on all Ugandans “regardless of religious affiliation,” the Mufti urged widespread participation in the exercise, which he said is essential for accessing national services and asserting citizenship.
The campaign, currently being rolled out at the parish level from Monday to Saturday, includes tailored support for vulnerable groups including the elderly, persons with disabilities, and expectant mothers.
NIRA’s mass registration and renewal drive is aimed at updating the national register ahead of the 2026 general elections and ensuring every citizen has a valid National Identification Number (NIN).
