
The Chief of Defence Forces, General Muhoozi Kainerugaba, has appointed Major General Richard Otto as the new Chief of Defence Intelligence and Security (CDIS) of the Uganda People’s Defence Forces (UPDF).
Maj Gen Otto, previously the Commander of the Mountain Infantry Division, replaces Major General James Birungi, who will now take over Otto’s former post in Fort Portal.
The Mountain Infantry Division Commander also oversees UPDF operations in eastern Democratic Republic of Congo under Operation Shujaa.
The appointments take immediate effect.
In a statement released by Colonel Chris Magezi, Acting Director of Defence Public Information, the UPDF congratulated both generals on their new roles and extended best wishes for their continued service.

CDF appoints new Chief of Defence Intelligence and Security The Chief of Defence Forces General Muhoozi Kainerugaba has appointed the Mountain Infantry Division Commander Major General Richard Otto the new Chief of Defence Intelligence and Security (CDIS) of the UPDF.
The outgoing CDIS Major General James Birungi replaces Major General Otto as the new Mountain Infantry Division Commander based in Fort Portal.
The Mountain Infantry Division Commander also serves as the Joint Task Force Commander of UPDF troops under Operation Shujaa in the eastern Democratic Republic of Congo.
The changes take immediate effect. The UPDF fraternity congratulates the General officers on their new appointments and wishes them good luck in their future endeavors.
