Kampala, Uganda – The Electoral Commission (EC) has embarked on an extensive exercise to update the National Voters Register, a critical step toward ensuring free, fair, and inclusive elections in Uganda.
The EC Chairperson, Justice Simon Byabakama, announced during a press conference on Friday, January 24, 2025, that the exercise began on January 20 and will continue until February 10, 2025.
The update is designed to register eligible citizens aged 18 years and above who have not previously registered as voters. Registered voters also have the opportunity to transfer polling locations, confirm their details, or correct errors in their records. This initiative complies with Article 61 (1)(e) of the Constitution and Section 20 of the Electoral Commission Act.
“This exercise enables eligible citizens to fulfill their constitutional right to vote,” Justice Byabakama stated. “It is not only vital for participation in elections but also ensures a credible electoral process.”
The exercise is taking place daily from 8:00 AM to 6:00 PM at parish-level update stations across the country, including weekends. The EC has also provided an online portal for voters to verify their details remotely. Special attention is being given to specific groups, such as the youth, Persons with Disabilities (PWDs), and older persons, whose registers are also being updated for respective council and committee elections.
Justice Byabakama acknowledged challenges in the initial days of the exercise, particularly regarding the adequacy and functionality of registration kits. Only 2,703 kits have been deployed, far fewer than the 5,000 needed. However, the EC is addressing these issues by rotating kits, deploying technical support teams, and setting up a complaints desk at its headquarters.
The EC has also clarified that first-time applicants require verification of citizenship from the Gombolola or District Internal Security Officers, a process managed in collaboration with the National Identification and Registration Authority (NIRA).
Despite concerns over low turnout, Justice Byabakama reassured the public that the update exercise is on course. He noted that many registered voters are using the online platform to confirm their details, reducing physical queues at update centers.
The EC urged eligible citizens to take advantage of this opportunity to register and ensure their participation in the democratic process. “The only way a citizen can vote, contest an elective position, or support a candidate is by being a registered voter on the National Voters Register,” Byabakama emphasized.
The Commission also highlighted preparations for parliamentary and local government by-elections in Kawempe Division North following the death of MP Hon. Ssegirinya Muhammad. Details of the by-election program will be shared on January 27.
Justice Byabakama expressed gratitude to stakeholders for their support and called for continued collaboration to achieve a credible and inclusive voters register.
