Kadaga Axes Kasibante From COSASE

Speaker of Parliament, Hon Rebecca Kadaga has on Tuesday 22nd January 2019  rejected the appointment of Moses Kasibante, Rubaga North MP as the Vice Chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

Kasibante was rejected on grounds that he had already been named as a member on another committee.

The Independent but Forum for Democratic Change leaning MP had late last year been appointed as COSASE vice chairperson awaiting approval of the House and the Speaker who is the whip of all Independent MPs.

Apparently, the chairperson and deputy are not expected to serve on more than one committee as ruled by the speaker.

At the same time, Opposition Chief Whip, Ibrahim Ssemujju Nganda insisted and maintained Kasibante as COSASE Vice chairperson.

He further took to the floor on procedural matter requesting Speaker to withdraw Kasibante from the Appointments Committee and allow him serve on COSASE. 

However, Kadaga rejected Ssemujju’s request and insisted that “Kasibante will remain at the Appointments committee.”

Meanwhile, the outgoing COSASE chairperson Abdu Katuntu has been moved to the committee on Rules, Privileges and Discipline and awaits to hand over office at the end of February after a temporary tenure extension to allow them conclude the probe on Bank of Uganda over the closure of 7 defunct Banks. 

Meanwhile Government Chief Whip Ruth Nankabirwa also made several changes in the new COSASE members and they include; Violet Akurut (Katakwi), David Abala (Ngora), among others.

Kasibante has been so vocal during COCASE leadership impasse having been appointed last year by the opposition FDC and opposition whip Ssemujju Nganda as a candidate for Vice chairperson on the same committee.

Meanwhile Kawempe South Member of Parliament, Mubarak Munyagwa has been confirmed the chairperson of the committee.

The speaker revealed that Munyagwa and his team will only take control over COCASE in February when Hon Abdu Katuntu concludes Bank of Uganda probe

The opposition chief whip Hon Ssemujju Nganda who is also a member of parliament Kiira Municipality is yet to reveal who will deputise Mubarak Munyagwa for the next two years and half.
