The Inspectorate of Government (IG) has arrested Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagenda and former school office typist Peace Kebirungi over an alleged financial loss of UGX 110.88 million to the Government of Uganda.

In a press statement issued on Wednesday, October 28, 2026, the IG said the three were arrested by its Mbarara Regional Office over alleged abuse of office and causing financial loss amounting to UGX 110,877,900.

The suspects have reportedly been transferred to Kampala, where they are expected to appear before the Anti-Corruption Court to answer charges related to the alleged offences.

How the alleged UGX 110.8m loss occurred

According to the Inspectorate, the case centres on allegations that Kebirungi secured study leave with pay using a false university admission letter in October 2015 but subsequently absconded from duty while continuing to receive a government salary.

Investigators allege that she remained away from work from September 2015 until August 2024, a period during which she continued receiving government payments.

The IG further alleges that Turyagenda, who previously headed Ntare School, concealed Kebirungi’s absence before his retirement from public service, while his successor, Rwampororo, also allegedly helped conceal the matter.

The alleged misconduct raises questions about the oversight of public-sector payrolls and the controls in place to ensure that government employees receiving salaries and allowances are performing their assigned duties.

School fees allegedly used to pay allowances

The investigation also alleges that Turyagenda and Rwampororo authorised the payment of allowances to Kebirungi from school fees collected from students, despite her alleged absence from duty.

According to the IG, the payments were made as though Kebirungi had continued performing her official responsibilities.

The allegations suggest that the suspected loss involved not only salary payments but also other financial benefits allegedly extended to a staff member who was not reporting for work.

Retired staff member allegedly received pension benefits

The Inspectorate further stated that Kebirungi applied for early retirement from public service in 2023.

Her application was reportedly forwarded by Rwampororo despite her alleged ineligibility arising from her absence from duty.

She subsequently retired in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.

By February 6, 2026, when investigations were concluded, Kebirungi had allegedly received a total of UGX 110,877,900, according to the Inspectorate.

The IG has not provided a breakdown in the statement showing how much of the alleged loss came from salaries, allowances, gratuity or pension payments.

Suspects to face Anti-Corruption Court

The three suspects are expected to appear before the Anti-Corruption Court in Kampala to answer charges arising from the investigation.

Their arrests mark the latest action by the Inspectorate of Government in its efforts to investigate alleged abuse of public office and misuse of government resources.

The Inspectorate said it remained committed to fighting corruption, promoting accountability and ensuring that public resources are used for their intended purposes.

The allegations have not yet been tested in court. The suspects are presumed innocent unless and until proven guilty.
