The Uganda People’s Defence Forces (UPDF) has appointed Brigadier Oscar Munanura as the new Chief of Defence Intelligence and Security (CDIS), promoting him to the rank of Acting Major General in a military leadership change announced on Tuesday.
The appointment was made by Chief of Defence Forces (CDF) and Senior Presidential Advisor for Special Operations, General Muhoozi Kainerugaba, according to a press statement issued by the Ministry of Defence and Veteran Affairs.
Munanura previously served as Deputy Chief of Defence Intelligence and Security under Major General Richard Otto, who has been moved from the position and seconded to the Joint Staff Human Resource Management department for redeployment.
The statement, signed by Colonel Chris Magezi, the Acting Director of Defence Public Information, did not provide further details about the circumstances surrounding the leadership change or indicate where Otto will be redeployed.
The appointment places Munanura at the helm of one of the UPDF’s key security institutions, responsible for defence intelligence and security matters within the military establishment.
The military leadership congratulated Munanura on his promotion and appointment, while commending Otto for his work during his tenure as head of defence intelligence and security.
“The UPDF fraternity congratulates Ag Maj General Oscar Munanura for the promotion and appointment, and commends Maj General Richard Otto for the great work he has done during his tenure,” Magezi said in the statement.
The military also wished both officers success in their new assignments.
The changes come as the UPDF continues to manage its internal command structures, with senior officers periodically reassigned to different responsibilities within the force.
