A senior lands official in Ssembabule District has been remanded to prison after being arraigned before the Anti-Corruption Division of the High Court over allegations that he extorted nearly UGX 1 billion from residents seeking government land titles.

Kananura Emmanuel Champion, the Senior Land Management Officer of Ssembabule District, appeared in court on Thursday following a joint investigation by the Anti-Corruption Unit of State House, the Office of the Director of Public Prosecutions and the Criminal Investigations Directorate.

Kananura faces charges of embezzlement, abuse of office, corruption and obtaining money by false pretence.

He was remanded to prison until August 17, 2026, when he is expected to return to court.

According to investigators, the alleged scheme operated between August 2024 and August 2026, with Kananura allegedly using his official position to demand money from applicants seeking land titles under a government-supported land titling programme.

Investigators allege that individual applicants were asked to pay between UGX 1.5 million and UGX 6 million, with the cumulative amount collected from several applicants estimated at nearly UGX 1 billion.

The authorities allege that Kananura presented the payments as mandatory charges for obtaining government land titles.

However, investigators say the applicants were not required to make such payments under the programme.

The allegations are particularly serious because the land titling initiative was designed to make access to land titles cheaper and more accessible, especially for ordinary citizens.

The programme, implemented through the Land Management Institution Strengthening Grant under the Ministry of Lands, Housing and Urban Development, was linked to a Presidential directive and implemented through the Uganda Intergovernmental Fiscal Transfer (UGIFT) Project.

Instead of reducing the financial burden on beneficiaries, investigators allege that officials exploited the programme to extract millions of shillings from desperate applicants.

The case came to the attention of investigators after residents raised complaints during Minister of State for ICT and National Guidance Balaam Barugahara’s “Expose the Corrupt” campaign in Ssembabule.

Several residents reportedly told authorities that they had paid money to Kananura and other officials in exchange for land titles but had either not received the titles or were still waiting for the promised documents.

The complaints triggered investigations that have now resulted in Kananura’s prosecution.

The Anti-Corruption Unit said the investigation has not yet ended, warning that additional officials could be arrested and charged as investigators continue tracing the alleged payments and examining the role of other individuals in the scheme.

The case also raises fresh questions about oversight of government land programmes at district level, particularly where officials interact directly with citizens seeking essential documentation.

Land titles are critical documents for property owners, providing legal evidence of ownership and enabling beneficiaries to transact, develop or secure their land. The alleged use of such a vital public service as a means of extracting money from applicants has therefore intensified concerns over corruption within land administration.

For residents who allegedly paid millions of shillings without receiving the promised titles, the case could provide an opportunity for authorities to establish where the money went, who benefited and whether other officials were involved.

The prosecution is also likely to place scrutiny on the implementation of the Land Management Institution Strengthening Grant and the mechanisms used to monitor officials responsible for processing applications.

Authorities have yet to establish the final amount allegedly collected or the full number of affected applicants, with investigations continuing.

Kananura’s arraignment marks a significant escalation in the government’s campaign against corruption in land administration, a sector that has repeatedly faced allegations of bribery, fraudulent transactions and abuse of office.

The charges against Kananura remain allegations, and he is presumed innocent until proven guilty by a competent court.

But with investigators signalling that more arrests could follow, the Ssembabule land-title case could widen into a broader investigation into how public officials allegedly exploited a government programme intended to help ordinary Ugandans acquire land titles at a lower cost.
