Traffic Restrictions Announced Ahead of 2025 Budget Reading at Kololo

The Uganda Police has issued a comprehensive traffic advisory ahead of the National Budget reading set for Wednesday, 12th June 2025, at Kololo Ceremonial Grounds, placing several road restrictions in and around the central business district from 5:00 AM to 7:00 PM.

In a statement issued by the Traffic Police spokesperson, SP Michael Kananura, specific routes will experience full or partial closures to accommodate heightened security and smooth flow of invited guests attending the annual fiscal event.

According to the advisory, Jinja-Kampala Road, Yusuf Lule Road, and John Babiiha Road will remain open to normal traffic flow throughout the day. However, the following roads will be restricted:

  • Lower Kololo Terrace will be cut off, restricting motorists from joining from John Babiiha Road.
  • Upper Kololo Terrace will be completely closed to all vehicles.
  • Wampewo Avenue will be inaccessible at Housing Finance Bank and Kololo traffic lights.

Access to the venue has been categorically structured:

  • VVIPs with appropriately stickered vehicles will enter through the western gate and park behind the VIP seating area.
  • VIPs and invited guests will use the eastern gate along Wampewo Avenue for access and parking.
  • Additional parking arrangements have been made at Hotel Africana and Uganda Management Institute (UMI).

“All motorists are urged to adhere strictly to these guidelines to ensure a smooth flow of traffic and avoid any inconvenience,” SP Kananura said in the statement.

The budget reading is a national event attended by top government officials, members of Parliament, foreign dignitaries, and stakeholders in the economic sector, prompting enhanced security and road coordination around the capital.
