
A senior police officer attached to the Parliamentary Police Station and a civilian have been formally charged at the Ruganda Road Court over allegations of inciting violence and spreading hate speech targeting Uganda’s top political and military figures.
Detective Assistant Superintendent of Police (D/ASP) Twiine Mansio Charles, 48, and Mitala Noah, alias Noah Mutwe, 32, a butcher by trade, were arraigned following a charge sheet filed under CRB 803/2025 by Kampala Metropolitan Police South. The two face multiple counts including incitement to violence, hate speech, malicious information, and conspiracy to commit a felony, contrary to the Penal Code Act and Computer Misuse Act.
According to the charge sheet, between January 2024 and May 2025, D/ASP Twiine used social media platforms to incite Mitala Noah to attack and assassinate President Yoweri Museveni and Gen. Muhoozi Kainerugaba, Uganda’s Chief of Defence Forces. The communication reportedly encouraged the use of pavers in the alleged attack.
He is also accused of sharing content branding Speaker of Parliament Anita Among a “rotten human being” and a “chief sponsor of killings in Bukedea”, and Deputy Speaker Thomas Tayebwa a “money launderer, masquerader, and fraudster” — messages authorities say were intended to degrade and incite hostility.
Another count claims Twiine referred to Gen. Muhoozi as a “fat pig and crook”, and Gen. James Birungi as a “killer”, with an additional charge accusing him of labelling the Bahima ethnic group as killers, acts categorized under hate speech.
The final count accuses both Twiine and Mitala of conspiring to commit a felony, specifically inciting violence against the President and the CDF.
The case has been entered under Bug-C90883-2025 and is being prosecuted by the Resident State Attorney. The suspects are currently on remand, pending further investigation and court proceedings..
