The chairpersons of recently created sub-counties and town councils are threatening to sue government over unpaid salaries.
They want to compel government to pay their salaries and allowances since they were duly elected and gazetted.
Joseph Lononyang, the Napak district chairperson said hundreds of town councils and sub counties have become operational over the past two years but many of them are grappling with funding issues.
“The LC1s, the villages, the parishes, the subcounty chairpersons, district councillors, all these were duly elected and sworn in, so meaning that those people are legally elected,” he said.
He noted that all the elected leaders are actively carrying their duties but not facilitated.
“Not even salaries are paid, this puts the local government in dilemma, so as a district who governs the gazetted and non-gazetted are actually responsible for every entity at the end of the day,” he said.
Patrick Kayemba, the chairperson Iganga district said that there are a lot of complaints from affected leaders who are threatening to sue government.
“So, this is a time bomb because these people can easily go for litigation because they were duly elected and fully sworn in,” he said.
He said the effort to seek remedies from local government ministries and the ministry of finance have since collapsed
He said whenever they try to contact the ministry of finance, they are referred to the ministry of local government and vice-versa.
“Uganda local government association are actually in dilemma. We don’t know what to do, we even don’t know who to blame, so we don’t know who is fooling who,” he said.
