Embattled Buyende District Police Commander (DPC) ASP Kirumira Muhammad has revealed that most thugs in the Central business district deal with police officers from CID, Flying Squad and Police professional standards unit to commit crime.
While explaining on how he is being charged, Kirumira reveals that most of these charges were quashed by court, five years ago.
“I discovered that some officers in flying squad and crime intelligence at Kibuli CID headquarters were working with these thugs and they could protect them as informants. These included Faisal Katende, and his associates with whom as I speak now are suffering for the very issues I had highlighted then way back in 2014.
“I also discovered that some members of the police professional Standards Unit were protecting these thugs thru creating files against any police officer around town who would put efforts to wipe crime.
“Some of these officers have since been arrested and charged in military court,” Kirumira posted on his Facebook page.

He was charged with torture, extortion, corruption, bribery, unlawful arrests and excessive use of authority.
He allegedly committed the offences when he was in-charge of Nansana Police Station in Wakiso District and Old Kampala as division police commander in 2013 and 2014 respectively.

Until 2012 Nansana was the biggest criminal hub in the metropolitan areas of Wakiso Mukono, Kampala and Entebbe.
Major offences included Issuing counterfeit notes which could be circulated by young stars who were being commanded by One Kato Pius(now dead) deputized by Majwega Henry(now dead) and others using alias names like Medi ,younger, Nothern, Wasswa(now dead) etc.
Other offences which disturbed society were stealing motor cycles were by lumpens mentioned above could go hire riders from Kampala and bring them to Nansana West II zones and beat and strangle them before going off with their money and motorcycles.
I was taken their to establish the truth the truth and thru my team and community mobilisation I established that thugs were networking with their associates from Namungoona, Kasubi, NakulabYe, Kisenyi, Nabulagala, Wakiso, Bwaise ,Nabweru , Katanga Kalerwe up to Kireka and Mukono plus some areas of Entebbe and Nsanji.
So the task required multiple skills and flexibility in mind and action plus the Media which could pass the message.
I realised also that traditional officers both low and high ranking working around same areas had been compromised to work for or on behalf of the same criminals and help them to beat intelligence and court procedure hence a new force tampering with the peace of thugs could be smashed by the very muscle mercilessly and sooner I was to become a victim.
I decided to cause a transfer of all police men in Nansana, I mean all of them and requested for new ones which the then Rpc kawempe did without hesitation.
I knew this was to work and so it did.
I personally participated in arrests and I could follow up these cases up to court at Nabweru and then I succeeded up to 79% , however I suffered a setback as supporters of these very fellows begun black mailing me and defaming me terribly plus issuing physical threats and other orders on phone demanding me to resign from my efforts which I refused.

The only method they embarked on to challenge me and they succeeded was to develop allegations which I challenged and they failed to take off key among them was charging me with grievous Harm at Buganda road in August 2012, which I defeated and on realising lack of evidence and for fear to lie court the complainant one Kato Pius withdrew from the same only to be killed a month later by his friends of flying squad at Bweyogerere in a fuel station robbery in 2012.
I have the discharge letter from court though today the wise prosecutor brings back the same now in a different version.
Another case where the standards unit used a criminal to defame was a case of Majwega whom they claimed to have bribed me a matter which I challenged and I brought up the case file to which effect he was settling a matter coz he had damaged someone’s vehicle, later before they find a proper means of twisting facts their friend was killed by the mob after running from makerere towards Kasangati were the police helped Wanaichi to finish him and recovered his gun.
Shamelessly these fellows could not chill they went Back to places I had helped to wipe crime and collected all the thugs I had reformed and coached them how to make silly statements against me such that they could not lose it all.
They roamed around Kisenyi, Kikaaya, and Nansana and when the DPP refused to sanction those cases they kept silent.
The Inspector General of Police decided to take me for a course and later promoted me two ranks above my former rank and the whole incident rested in Peace, however this angered some officers who were annoyed by my revelation though some of them are currently in prison,now after five years the ghosts of the dead files are rising up.
I’m going to force them back to the grave and this time deeper because nobody has a single evidence in form of exhibits against me.
Don’t forget that I am the first person to engage the Kitatta gangs and I recovered over 10 motorcycles while I was still at old Kampala.
Come Thursday 1.feb media should attend court proceedings and bring excerpts while members of kifeesi sponsored by police are testifying against me.
I will win them all on their grounds and no body shall intimidate me whatsoever.
