Officials\nfrom Kampala Capital City Authority (KCCA) have been put on notice by the\nSpeaker of Parliament, Rebecca Kadaga, over the persistent allegations of\nharassing vendors.<\/p>\n\n\n\n
Kadaga\nfaulted KCCA over claims that it is dragging its feet on the renewal of their licenses,\nmaking them vulnerable to brutal arrests and crackdown on their goods.<\/p>\n\n\n\n
In\na Monday, 10 June 2019 meeting with members of Fuba Tukole Kampala District\nVendors and Hawkers Association, Kadaga said it is every Ugandan’s\nconstitutional right to work and earn a living.<\/p>\n\n\n\n
\u201cIn\nthe Constitution, every individual is allowed to work and earn a living in the\neconomy…it is surprising that there is no system to ensure that your licenses\nare renewed,\u201d said Kadaga.<\/p>\n\n\n\n
\u201cWe\nshall sort this out; you have the right to work and earn,\u201d added Kadaga at the\nmeeting held in her boardroom.<\/p>\n\n\n\n
The\ndeclaration is a relief to Mr Emmanuel Tebajjukira, the association’s Public\nRelations Officer, who used the meeting to protest the alleged brutality.<\/p>\n\n\n\n
\u201cWe\nask Parliament to set up a committee to ensure that KCCA follows the law in its\noperations…we have been beaten, harassed, violated and wrongfully arrested,\u201d\nsaid Tebajjukira.<\/p>\n\n\n\n
Tebajjukira\nis opposed to the recently passed budget to finance KCCA activities in the\ncoming financial year, saying the Authority is dogged by extreme infighting,\nwhich is inhibiting service delivery to city residents.<\/p>\n\n\n\n
Mr\nKaleera Uwineza, who is responsible for Systems Analysis in the association,\nasked Parliament to place a moratorium on any funds to KCCA, saying together\nwith the Police, they have meted violence and made life difficult for the\nvendors.<\/p>\n\n\n\n
They\ninvited Kadaga to make a field visit to their areas of work, which they said\nwill give her the opportunity to appreciate their plight.<\/p>\n\n\n\n
Since\nthe advent of KCCA, confrontations between law enforcement officers and vendors\nhave characterised much of the city’s ugly scenes, resulting into loss of life\nsome times.<\/p>\n\n\n\n
This\nconflict has equally soured relations between KCCA technocrats and politicians,\nwhose climax was the resignation of pioneer KCCA Executive Director Jennifer\nMusisi.<\/p>\n\n\n\n
In\na lengthy resignation letter, Musisi, whose work earned her praise and loath,\ndecried lack of political support and constant cat-fights.<\/p>\n\n\n\n
Meeting teachers recently, President Yoweri Museveni criticised Ms Musisi and KCCA staff for drawing huge salaries yet, he said, they had failed on the job of cleaning up the city.<\/p>\n\n\n\n
