The\nfight against HIV\/AIDS may well get a financial boost following a pledge by the\nSpeaker of Parliament, Rebecca Kadaga to intervene.<\/p>\n\n\n\n
In\na meeting with officials from the Uganda Aids Commission led by Chairperson Dr\nEddie Mukoyo on Friday, 7 June 2019, Kadaga said there has been a noticeable\ndrop in the public awareness campaigns against the scourge.<\/p>\n\n\n\n
\u201cI\nhave not got a satisfactory explanation from the Ministry of Finance [on why\nthe UAC has not been getting requisite financing] \u2026when we resume, I am going\nto put the Finance Minister to task to explain why they are not doing much to\nraise funds,\u201d said Kadaga.<\/p>\n\n\n\n
Kadaga\nasked the Commission to screen Non-Governmental Organisations (NGOs) working\nagainst HIV\/AIDS, who she says are discriminatory and money inclined.<\/p>\n\n\n\n
\u201cThe\ntreatment of HIV has become a business [by some NGOs]\u2026when you go to check on\noutput, it is not there\u2026this kind of arrangement disadvantages some parts of\nthe country,\u201d she said, in relation to how some NGOs pick out which parts of\nthe country they can operate in.<\/p>\n\n\n\n
She\nsaid the Commission has to bank on religious institutions to ensure messages are\ndisseminated to raise awareness against HIV\/AIDS.<\/p>\n\n\n\n
\u201cI\nthink as a country, we have lost the momentum\u2026it is a long time since I last\nheard the adverts and jingles on radio stations,\u201d she said.<\/p>\n\n\n\n
Dr\nMukoyo said the Commission had lined up several action points but are\ncash-strapped. He feared that the sensitisation drive, which is geared at\nhaving an HIV free generation by 2030, could be negatively impacted.<\/p>\n\n\n\n
\u201cOur\nbudget for the next financial year is Shs 25 billion. Unfortunately, we got Shs\n8.7 billion, which cannot fund our strategic plan,\u201d said Dr Mukoyo.<\/p>\n\n\n\n
Kadaga\nsaid whereas the Commission has been doing well, they should give special\nattention to minority groups and fishing communities, which face the highest\nrisk of infection.<\/p>\n\n\n\n
\u201cI\nwant to know what you are doing about small communities like the Batwa. I also\nwant to know whether you have a special arrangement for fishing communities,\u201d\nshe said.<\/p>\n\n\n\n
The Commission\u2019s Director General, Dr Nelson Musoba, said: \u201cI believe they are at a disadvantage\u2026we will take interest and compile a report which, we will deliver to you.\u201d<\/p>\n\n\n\n
