A\ntotal of Shs4.7 trillion will be drawn from the National Budget to finance\nnational security in the financial year 2019\/2020.<\/p>\n\n\n\n
The\namount is contained in the recommendations from the Committee on Defense and\nInternal Affairs\u2019 scrutiny of the Ministerial Policy Statements of the sectors\nfor the coming financial year.<\/p>\n\n\n\n
The\nMinistries are Defense and Veteran Affairs, and Internal Affairs with the\nagencies they supervise.<\/p>\n\n\n\n
Defense\nand Veteran Affairs is taking Shs3.5 trillion, while the Internal Affairs\ndocket takes the remaining Shs1.2 trillion, which is shared among the\nheadquarters and its agencies.<\/p>\n\n\n\n
The\nInternal Affairs Ministry headquarters takes Shs43.3 billion, the National\nCitizenship and Immigration Control takes Shs77.8 billion.<\/p>\n\n\n\n
Uganda\nPolice Force is set to receive Shs817.5 billion, while Shs241.5 billion will be\nallocated to Uganda Prisons Service.<\/p>\n\n\n\n
National\nIdentification and Registration Authority is taking Shs68.1 billion while the\nDirectorate of Government Analytical Laboratory sits at the bottom of the food\nchain with Shs14 billion.<\/p>\n\n\n\n
The\nreport now goes to the Committee on Budget, which will carry out the critical\nfunction of balancing the needs against the revenue basket, and Committee\nChairpersons have to defend the figures there.<\/p>\n\n\n\n
Ultimately,\nthe Committee on Budget, having completed its work, will report to the plenary,\nwhich constitutes itself into a Committee of Supply.<\/p>\n\n\n\n
The\nBudget Committee report feeds into the Appropriation Bill, which when passed\nbecomes the Appropriation Act and hence the National Budget.<\/p>\n\n\n\n
The\nChairperson, Committee on Defense and Internal Affairs, Hon. Doreen Amule, said\nfrom their interaction with security chiefs, the country\u2019s security situation\nis calm.<\/p>\n\n\n\n
\u201cThreats\nto national security\u2026criminality has largely been contained,\u201d she said.<\/p>\n\n\n\n
But\nthat the recently recruited Local Defense Unit (LDU) personnel cannot go\nunpaid.<\/p>\n\n\n\n
\u201cSalaries\nfor soldiers and LDUs worth Shs80.4 billion has not been catered for yet LDUs\nhave been recruited and are working,\u201d said Amule.<\/p>\n\n\n\n
She\nsuccessfully rooted for reallocation of Shs80.4 billion from the classified\nexpenditure to finance the LDUs\u2019 salaries.<\/p>\n\n\n\n
The\nCommittee tasked the Finance Ministry to propose means of settling the\noverflowing Shs592 billion in domestic arrears, owed to suppliers, and service\nproviders.<\/p>\n\n\n\n
At\na recent Committee meeting, Defense State Minister (Veteran Affairs) Bright\nRwamirama said the drastic increase in the classified expenditure is meant to\ncater for increased volatility in regional security.<\/p>\n\n\n\n
Parliament has up to May 31st to pass the Appropriation Act, which operationalizes the Budget.<\/p>\n\n\n\n
