{"id":9119,"date":"2019-04-10T13:57:42","date_gmt":"2019-04-10T10:57:42","guid":{"rendered":"https:\/\/ugmirror.com\/?p=9119"},"modified":"2019-04-10T13:57:51","modified_gmt":"2019-04-10T10:57:51","slug":"women-win-big-as-cabinet-approves-changes-in-uwep-implementation-guidelines","status":"publish","type":"post","link":"https:\/\/ugmirror.com\/index.php\/2019\/04\/10\/women-win-big-as-cabinet-approves-changes-in-uwep-implementation-guidelines\/","title":{"rendered":"Women Win Big As Cabinet Approves Changes In UWEP Implementation Guidelines"},"content":{"rendered":"<p>Following\nthe successful implementation of the Uganda Women Entrepreneurship Programme\n(UWEP), Cabinet has approved new changes to mitigate the emerging challenges.<\/p>\n<!-- \/wp:post-content -->\n\n<!-- wp:paragraph -->\n<p>During\nits sitting on Monday, April 1, 2019, Cabinet sanctioned a string of 16\n(sixteen) performance enhancement measures that will make it easier for women\nto access funding from the Programme, utilize the money and pay back.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>UWEP\nhas been running for about four years over which period 9,381 projects have\nbeen funded with a total membership of 117,551 women. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Speaking\nto the press at the Media Centre in Kampala on Tuesday, April 9, 2019, the\nPermanent Secretary Ministry of Gender, Labour and Social Development, Pius\nBigirimana, revealed that among the changes was the reduction of the minimum\ngroup size to five (5) from ten (10).<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;This\nwill enhance group cohesion since the requirement of ten members has been\nrestrictive. The group approach was adopted because it is cost effective and\nenables members to co-guarantee each other since we do not require security\nfrom beneficiaries.&acirc;&#128;&#157; Bigirimana said.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>To\ndeal with the delays of disbursement of funds from Districts to groups, Cabinet\napproved the direct transfer of money from the Ministry of Gender to\nbeneficiary group accounts. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Closely related to that, Bigirimana said, women groups will also maintain only group members as signatories to their accounts [that&acirc;&#128;&#153;s the Chairperson, Secretary and Treasurer], unlike now when they co-opt the Sub-county Chief. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>This is meant to solve the issue of some unscrupulous officials who have misused the opportunity to ask for money from the women.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:image {\"id\":9121} -->\n<figure class=\"wp-block-image\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-1024x768.jpg\" alt=\"\" class=\"wp-image-9121\" srcset=\"https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-1024x768.jpg 1024w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-300x225.jpg 300w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-768x576.jpg 768w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-560x420.jpg 560w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-80x60.jpg 80w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-100x75.jpg 100w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-180x135.jpg 180w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-238x178.jpg 238w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-640x480.jpg 640w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara-681x511.jpg 681w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Women-MPs-inspecting-a-flower-farm-owned-by-the-UWEP-funded-Rwentobo-Women-group-in-Mbarara.jpg 1383w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption>Women MPs inspecting a flower farm owned by the UWEP-funded Rwentobo Women group in Mbarara<\/figcaption><\/figure>\n<!-- \/wp:image -->\n\n<!-- wp:paragraph -->\n<p>Cabinet\nfurther allowed the women groups to open and operate Savings Accounts so as to reduce on the\noperational costs\nassociated with the Current Accounts that they hold right now.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>In response to an outcry to allow members run individual enterprises, Cabinet passed a resolution authorizing flexibility in management of enterprises at individual and\/or mini-groups level where applicable. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Bigirimana clarified that this means that group members can borrow money and finance individual enterprises but they remain collectively responsible for the loan repayment.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>He\nadded that for groups that have completed repayment but wish to scale up their activities\/innovations,\nthe Ministry is opening a window within the Programme to\nswiftly support\nsuch groups. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>To\nmatch the growing trend of financial management and ease of repayments, Cabinet\nsanctioned the Programme to integrate the use of ICT platforms for monitoring project\nimplementation as well as Mobile Money for repayments especially for hard to reach areas.\n<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;This\neliminates transport costs and time wasted in travels to make repayments at\nCommercial Banks.&acirc;&#128;&#157; Bigirimana added.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>To\nmitigate losses arising from unforeseen calamities like extreme weather, the\nMinistry secured Cabinet approval to explore possibilities of in-building affordable insurance products to\nsafeguard beneficiaries through the Agricultural Subsidy\nScheme in collaboration with the Agro-Consortium.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>To\ncater for increased training, technical support and supervision of groups,\nthe Programme&acirc;&#128;&#153;s resource allocation for Institutional Support\nwas increased to 20% from\nthe current 15%. &nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Bigirimana\nrevealed that currently the Programme targets women aged between 18 and 65\nyears, however the upper age limit cap has been lifted from 65 to 79 years. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;This\nopens opportunities for more women. With the age of beneficiaries under the\nSocial Assistance Grants for Empowerment increased to 80 years, the Ministry is\nhappy to incorporate women in the 65-79 age bracket into the women\nentrepreneurship Programme.&acirc;&#128;&#157; He said.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>He\nwas elated by Cabinet&acirc;&#128;&#153;s approval of the proposal to allot women quotas in public procurement at local and national level. Under\nthe new guidelines, at least 30% of all procurements should be provided as local content by\nthe women. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;This\nwill open markets for the women and empower them economically.&acirc;&#128;&#157; Bigirimana\nsaid.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>He\nsaid the Ministry would henceforth keep a keen eye on and prioritize enterprises in value addition so as to\nenable the women set up small scale cottage industries and therefore have a\nhigh multiplier effect on job-creation. He called\nupon women to submit more projects in this area.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;We\nalso want to support\nwomen enterprises to tap into new profitable ventures and opportunities such as\nin the pharmaceutical industries, construction sector, and extraction of plant\nand animal oils, wheat, and technology among others.&acirc;&#128;&#157;\n<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>He\nrevealed that that would go hand in hand with creating backward and forward linkages through collaboration\nwith research and enterprise incubation centres for purposes of promoting\ninnovations and product development.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Another\nunique area that was approved for funding was the Music and Film\/creative Industry.\nBigirimana called upon women with ideas in this field to apply for capital.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Meanwhile\nthe UWEP National Programme Coordinator, Brenda Kifuko Malinga revealed that\nto-date Shs7, 069,684,946 has been paid by the beneficiaries out of the Shs\n8,710,321,031 that is due for repayment. That represents an 80.1% repayment\nrate. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>She\nsaid this impressive repayment rate had demystified a popular belief among\nCommercial Banks that women are not bankable. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;Our\ndesire is to see Commercial Banks opening up more facilities for women and\ncutting back on the stringent requirements.&acirc;&#128;&#157; She noted.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>She\nfurther revealed that besides extending direct capital to 117,551 women and\nbuilding financial inclusion of women, UWEP has enabled its beneficiaries\nacquire assets such as domestic animals, now at 59.7% of the beneficiaries,\nmattresses 54.5%, phones 51.9% and beds 28.3%. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:image {\"id\":9122} -->\n<figure class=\"wp-block-image\"><img decoding=\"async\" width=\"1024\" height=\"616\" src=\"https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-1024x616.jpg\" alt=\"\" class=\"wp-image-9122\" srcset=\"https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-1024x616.jpg 1024w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-300x180.jpg 300w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-768x462.jpg 768w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-698x420.jpg 698w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-640x385.jpg 640w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products-681x410.jpg 681w, https:\/\/ugmirror.com\/wp-content\/uploads\/2019\/04\/Kyafoora-Bakyara-Tutungukye-group-members-showing-MPs-some-of-their-fabric-products.jpg 1566w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption>Kyafoora Bakyara Tutungukye group members showing MPs some of their fabric products<\/figcaption><\/figure>\n<!-- \/wp:image -->\n\n<!-- wp:paragraph -->\n<p>In\naddition, the programme has enabled women to acquire assets such as land 1.1%\nand houses 0.8%.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;Women\nhave also reported increased incomes as evidenced by their ability to pay\nschool fees, access to health services and improved nutrition.&acirc;&#128;&#157; Malinga added.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Through\nthe 117,551 directly reached women, over 587,755 dependents have benefit\nthrough the multiplier effect at household and community levels.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&acirc;&#128;&#156;At\na macro-level, the Programme is making a contribution towards enhancing import\nsubstitution and export promotion through financing of projects in grain\nmilling, fruit drying and processing, shear butter processing, wine making,\nliquid soap making, agricultural feed production, metal fabrication, food\nprocessing, tie and dye, manufacturing of leather products such as shoes and\nbags among others.&acirc;&#128;&#157; Malinga noted.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>She\ncommended the Cabinet approval of changes, saying they would enable women\ncontribute significantly to national development.<\/p>\n<!-- \/wp:paragraph -->","protected":false},"excerpt":{"rendered":"<p>Following the successful implementation of the Uganda Women Entrepreneurship Programme (UWEP), Cabinet has approved new changes to mitigate the emerging challenges.
