The NRM Parliamentary caucus is mulling a proposal to\namend at a 103 subsection to change the system of government from the\npresidential to a parliamentary system.<\/p>\n\n\n\n
The proposal if endorsed by caucus and later table\ninform of a constitutional amendment bill will empower Members of Parliament of\na Political Party that wins the majority in parliament appoint the president.<\/p>\n\n\n\n
Since last week the state Minister of Urban Planning, Isaac\nMusumba has used the gathering in Kyankwanzi to lobby his colleagues while the\ncaucus spokesperson Margret Muhanga has asked the MPs to back the system. <\/p>\n\n\n\n
In an interview with Uganda Mirror, Hon Muhanga said\ntheir proposal is aiming at saving funds spent on the general elections.<\/p>\n\n\n\n
\u201cWe are aiming at saving all those resources, every\nday the president is taken somewhere with a helicopter, every day we have four\nsets of cars taking him to the next rally,\u201d she said.<\/p>\n\n\n\n
She added that the MPs should go to their\nconstituencies, fight for themselves and come to parliament.<\/p>\n\n\n\n
\u201cLet him get out of elections, and MPs should go to\nthe field and tell their people.\u201d<\/p>\n\n\n\n
She further added that president Museveni in the last\ngeneral elections spent over Shs1billion.<\/p>\n\n\n\n
\u201cThe half of this money can be diverted to Members of Parliament\nto win the majority,\u201d She explained. <\/p>\n\n\n\n
According Muhanga the exponents of this proposal are\nyet to meet the president and are not sure whether he will support it.<\/p>\n\n\n\n
\u201cWe have not told him about it, you see the president\nis someone who believes in himself and does not want to be detached from the\npeople he would even fight it, so I don\u2019t why people think we are doing it for\nhim.\u201d<\/p>\n\n\n\n
She stated that the president knows the people and always\nmoves down in every district and every sub county.<\/p>\n\n\n\n
The Opposition Members of parliament said this\nproposal is only to save president Museveni from vigorous campaign trail.\n\n\u201cI\nthink the idea is not normal, this is not people cantered, there is an elitist\naspiration that has lost way,\u201d Hon Muwanga Kivumbi stated. \n\n\n\n<\/p>\n","protected":false},"excerpt":{"rendered":"
