Hon. Speaker of the Ugandan\n     Parliament,<\/li><li>The Chief Justice,<\/li><li>Their Excellencies the Heads of\n     Delegations,<\/li><li>Rt. Hon. Prime Minister,<\/li><li>Hon. Ministers,&nbsp;<\/li><li>Hon. Members of Parliament,<\/li><li>Distinguished Delegates,&nbsp;<\/li><li>Ladies and Gentlemen.<\/li><\/ul>\n\n\n\n<p>THE LEADERSHIP NEEDED TO CATALYSE AFRICA\u2019S\nTRANSFORMATION<\/p>\n\n\n\n<p>We\nfirst need to understand what is meant by transformation. In the 1960s,\neconomists were talking about growth and development.&nbsp; <\/p>\n\n\n\n<p>Growth\nwas supposed to mean quantitative expansion of the respective sectors e.g. grow\nmore coffee, cotton, etc.&nbsp; <\/p>\n\n\n\n<p>Development\nwas a term that implied some qualitative changes \u2500 propelling the economy and\nsociety to a higher level.&nbsp; Later on, however, when we became active on\nthe scene, I insisted on the use of the word transformation.&nbsp;<\/p>\n\n\n\n<p>In\nthe 1960s, they used to talk of \u201csustainable development\u201d \u2500 meaning growth that\nhas got some self-propulsion and the ability to be sustained. <\/p>\n\n\n\n<p>However,\nI insisted on clarifying this point. My question, then, was: \u201cCan you have\nsustainable pregnancy?\u201d <\/p>\n\n\n\n<p>This\nmeans pregnancy that is indefinite. The answer is that it is neither feasible\nnor desirable to have sustainable pregnancy.&nbsp; In the pregnancy, we have\nthe micro-cosm of both the quantitative expansion (the baby growing in the womb)\nand the qualitative leap after 9 months when the pregnancy transforms into a\nbaby \u2500 breathing through the nose, eating through the mouth, etc., instead of\npreviously doing comparable activities through the umbilical cord. <\/p>\n\n\n\n<p>It\nis the same organism going through the different forms of life. In biology,\nthey call it metamorphosis, where the insect goes through the different forms\nof life: egg, caterpillar, pupa and mature butterfly. It is the same organism\ngoing through the different forms of life.<\/p>\n\n\n\n<p>Similarly,\nthe same applies to society. Ever since the evolution of man from the earlier\nprimates into the homo-sapien sapien four and-a-half (4<sup>1\/2<\/sup>) million\nyears ago, the society of these people has been evolving from the\nhunter-gatherer communities that dwelt in trees (tree dwellers); cave dwellers\nwith the invention of fire; using ever-changing tools (stone, brass, iron,\nguns, spears, etc.); the domestication of crops (agriculture instead of\nhunter-gathering); the domestication of animals (pastoralism); through feudal\ntimes; to the Industrial Revolution with its earlier 3 stages (the use of steam\nengines, the discovery of electricity and rail transport and the automation of\nthe 1960s); and the unfolding 4<sup>th<\/sup>&nbsp;Industrial Revolution in the\nform of artificial intelligence where intelligent machines perform the work of\nthe human beings.<\/p>\n\n\n\n<p>All\nthese changes have been transformational \u2500 not just quantitative changes, but\nchanges involving qualitative leaps. These are what we mean by transformation;\nnot just increasing quantitatively, but also assuming a higher quality.&nbsp;<\/p>\n\n\n\n<p>After\nindependence, I used to hear leaders talking of \u201cdouble production\u201d \u2500 meaning\nmore production of the same product \u2500 raw materials. <\/p>\n\n\n\n<p>That\ndouble production did not help as long as we were at the same qualitative level\n\u2500 producing raw-materials and not adding value to them ourselves.&nbsp;<\/p>\n\n\n\n<p>In\nthe 1960s and 1970s when the only affluent part of the world was Western Europe\nand the USA, double-production of raw-materials meant over supply which would\nresult into lower prices.&nbsp; <\/p>\n\n\n\n<p>You\nproduce more but you get the same or lower prices. The price of copper\ncollapsed. The price of coffee collapsed.&nbsp; <\/p>\n\n\n\n<p>The\nprice of cotton collapsed. I remember the year 1972 saw the lowest price of\ncotton because the synthetic fibres of nylon, etc., had hit the market. <\/p>\n\n\n\n<p>It\nwas only when people realized that those nylons were not good for the human\nskin that the prices of cotton started recovering again. <\/p>\n\n\n\n<p>The\nexpansion of affluence to China, India and Brazil also saw the recovery and\neven the soaring of the commodity prices. <\/p>\n\n\n\n<p>Copper\nhit the price of US$9,900 per tonne in the year 2010; coffee US$4,000 in the\nyear1994; cement US$56.3 in the year 2017. <\/p>\n\n\n\n<p>When\nthe NRM government came to power 33, years ago, I tried to promote our\nconsiderable deposits of iron-ore at Usukuru hills, Muko, etc. <\/p>\n\n\n\n<p>I\nwas told clearly by the different investors that there was a \u201cglut\u201d of steel on\nthe world market and, therefore, there was nobody interested in steel. A price\nof steel that time was as low as US$200 per tonne. <\/p>\n\n\n\n<p>By\n2008, it had hit US$900 per tonne&nbsp;(Sources: Uganda Export Promotion Board\nand World Bank).<\/p>\n\n\n\n<p>I\nam quoting all this to show you the danger of the double-production of the same\nproduct without making the qualitative leap of transformation.&nbsp;&nbsp;Quantity\ninto Quality.&nbsp; You may labour \u201cin vain\u201d. <\/p>\n\n\n\n<p>It\nsays in the&nbsp;Book of 1Corinthians&nbsp;Chapter 15:58 in the Bible\nthat: \u201cTherefore, my dear brothers and sisters, stand firm. Let nothing move\nyou. Always give yourselves fully to the work of the Lord, because you know\nthat your labor in the Lord is not in vain\u201d.<\/p>\n\n\n\n<p>Therefore,\ntransformation means a qualitative leap, not just quantitative expansion.<\/p>\n\n\n\n<p>By\n1400 AD, many of the African societies were a bit like the European ones at\nthat time. <\/p>\n\n\n\n<p>They\nwere late iron-age and were three class societies: the feudalists, the artisans\nand the farmers. <\/p>\n\n\n\n<p>However,\nby the time of the French Revolution, the European society had metamorphosed\ninto a four-class society: the old feudalists, a new class known as the\nbourgeosie, a new class known as the proletariat and the old residual class of\nthe peasants (the farmers). <\/p>\n\n\n\n<p>It\nis the new classes, the bourgeosie (the middle class) and the proletariat (the\nworking class), supported by one of the old classes, the peasants, that caused\nthe French Revolution of 1789. &nbsp;<\/p>\n\n\n\n<p>Since\nthat time, the European society has undergone further transformation with the\nshrinking of the feudal class and the disappearance of the peasant class.&nbsp;\n<\/p>\n\n\n\n<p>Today,\ntherefore, Europe is a two-class society \u2500 the middle class and the skilled\nworking class.&nbsp; <\/p>\n\n\n\n<p>The\nmiddle class contains active entrepreneurial elements and the working class is\nskilled.&nbsp; <\/p>\n\n\n\n<p>It\nis these two elements that have propelled Europe through the three Industrial\nRevolutions and are now pushing it into the 4<sup>th<\/sup>&nbsp;Industrial\nRevolution \u2500 the one of Artificial intelligence.<\/p>\n\n\n\n<p>The\nproblem with Africa has been that in the last 600years, the African Society has\nnot metamorphosed.&nbsp; <\/p>\n\n\n\n<p>On\nthe contrary, in some aspects, the African Society has regressed. How?&nbsp;\nThe African artisan class was wiped out by the colonial imports.&nbsp; <\/p>\n\n\n\n<p>Their\nartisan products were now monopolized and replaced by colonial products \u2500\nplates, spoons, cooking pots, textiles, leather products, etc. <\/p>\n\n\n\n<p>The\nfeudal class, which was competing for power with the colonialists, was\ndecimated and was replaced with the colonial civil servants (supported by\nAfrican auxiliaries \u2500 court clerks, interpreters, colonial sergeants etc).&nbsp;<\/p>\n\n\n\n<p>The\nonly class that survived was that of peasants who were put to growing colonial\ncash-crops&nbsp;(coffee, cotton, tobacco, tea, palm oil etc.)&nbsp;for\nsupplying the colonial industries.<\/p>\n\n\n\n<p>With\nindependence, although alot of time was lost with military governments engaged\nin primitive fascism, nevertheless, many African governments have correctly\nidentified two crucial stimuli that can catalyze social transformation.&nbsp; <\/p>\n\n\n\n<p>These\nare: education and health for all (human resource development) and private\nsector led growth. <\/p>\n\n\n\n<p>The\ntwo, education and liberalism in the economy, have the potential to cause\nsocial transformation. <\/p>\n\n\n\n<p>Especially\nthe importance of the private sector was not clear to many African\nleaders.&nbsp; <\/p>\n\n\n\n<p>Here,\nin Uganda, both Obote and Amin interfered with the private sector with Nakivubo\nannouncements of 1970 and Amin\u2019s expulsion of the Asians in 1972.&nbsp; <\/p>\n\n\n\n<p>It\nis the NRM that firmly rejected this mistake by returning the properties of the\nAsians and liberalizing the economy. <\/p>\n\n\n\n<p>These\nsectors we liberalized by removing the role of the State companies have\nperformed miracles. We sold government buses and hotels, for instance.<\/p>\n\n\n\n<p>That\nact of removing government from the sector of transport and hospitality has\nstimulated a total of 1,685 private buses&nbsp;(2015\/18), 10,940 taxis,\n1,063,922 boda-bodas and 3,000 private hotels. <\/p>\n\n\n\n<p>All\nthese are employing a total of 2 million Ugandans. The NRM took a pioneer role\nin defogging this issue.<\/p>\n\n\n\n<p>Education\nimparts literacy, numeracy, intellectuality and skills. Such a product is\ntotally different from the pre-capitalist populations that still dominate\nAfrica.&nbsp; <\/p>\n\n\n\n<p>The\npre-capitalist peasants only produce for homestead consumption. They have still\nnot acquired the useful concept of profit \u2500 that difference between the cost\nprice and the selling price if I remember my arithmetic of P.4 in 1956.&nbsp; <\/p>\n\n\n\n<p>Indeed,\nAdam Smith wrote that the pre-capitalist man is a jack of all trades and a\nmaster of none.&nbsp; <\/p>\n\n\n\n<p>He\nwrites as follows on page 13-14 in his Book, \u201cThe Source of the Wealth of\nNations\u201d:&nbsp;\u201cIt is impossible for pals very quickly from one kind of\nwork to another, that is carried on in different places, with quite different\ntools.&nbsp; <\/p>\n\n\n\n<p>A\ncountry weaver, who cultivates a small farm loses a good deal of time in puffing\nfrom his room to the field, and from the field to his room.&nbsp; <\/p>\n\n\n\n<p>When\nthe two trades can be carried on in the same work place in the same work house\nno doubt much of the time would be saved\u2026\u2026\u2026 A man who commonly faunters a\nlittle in turning his hands from one fort of employment to another. <\/p>\n\n\n\n<p>When\nhe first begins the new work, he is seldom very keen and hearty; his mind as,\nas they are fay, does not go to it, and for some time he rather trifles than\napplies to good purpose\u2026\u2026. <\/p>\n\n\n\n<p>Which\nis naturally, or rather than necessarily acquired by every country workman who\nis obliged to change his work and his tools every half an hour, to apply his\nhands in twenty different ways almost every day of his life renders him almost\nalways flothful and lazy and incapable of any vigorous application even on the\nmost preffing occasions\u201d.<\/p>\n\n\n\n<p>Education\nper se is not enough. If it creates people who only want white collar jobs with\nno skills to enable them produce goods and services, it will only swell the\nnumber of the unemployed.&nbsp; <\/p>\n\n\n\n<p>They\nwill have abandoned the subsistence farming of their parents without getting a\nskill in producing a good or service for the market either as employers or as\nworkers.<\/p>\n\n\n\n<p>Apart\nfrom education and the liberalization that frees the private sector to be\nactive and innovative, you need other enablers. <\/p>\n\n\n\n<p>I\nhave, previously, characterized these as removing the ten strategic\nbottlenecks.&nbsp; Creating the enablers is removing those strategic\nbottlenecks.<\/p>\n\n\n\n<p>By\naddressing the issues of education and health as well as the issue of the\nfreedom of the private sector in its efforts to create wealth and jobs, we\nwould have removed 2 strategic bottlenecks.<\/p>\n\n\n\n<p>The\n8 remaining strategic bottlenecks are: ideological disorientation where\nemphasis is put on identity rather than on interests, leading to sectarianism;\nthat creates a weak State that cannot guarantee security, a sine qua non of\nprivate sector growth; lack of infrastructure such as electricity, the\nrailways, etc., which results into high costs of doing business in an economy\nthat undermines the profitability of companies and, therefore, limits their\nexpansion; a narrow internal market that cannot absorb the products of large\nscale manufacture of goods and the expansion of services; stopping the export\nof raw-materials where we get only 10% of the value of the product and lose\njobs to the outside; the under development of agriculture where, in the case of\nUganda, 68% of the homesteads are still in the non-money economy where people\nproduce only for subsistence; the under development of services such as\ntourism, insurance or hotels; and, in some cases, absence of democracy.<\/p>\n\n\n\n<p>It\nshould be noted that in the earlier part of this speech, we showed how society\nmetamorphosed from one type of society (social formation) to another\ntype.&nbsp; <\/p>\n\n\n\n<p>The\nprimer, the initiator of all these changes is the progress in science and\ntechnology.&nbsp;<\/p>\n\n\n\n<p>When\nman invented fire, society was able to descend from the trees to the caves. The\ninvention of iron, enabled society to more easily produce crops and also to\nhave better weapons (spears, etc). <\/p>\n\n\n\n<p>The\ninvention of gun-powder and its use in Europe, created a disequilibrium in the\nWorld Order of that time.&nbsp; <\/p>\n\n\n\n<p>Huge\nchunks of the globe were conquered and colonized by the possessors of\ngun-powder.&nbsp; <\/p>\n\n\n\n<p>Therefore,\nfor Africa to undergo social-economic transformation, science and technology\nmust lead the way. <\/p>\n\n\n\n<p>The\nscientists should, therefore, be well paid ahead of everybody else because we\nbadly need them to copy or innovate the crucial scientific discoveries.<\/p>\n\n\n\n<p>Awareness\nof the issues raised above is very crucial for Africa\u2019s transformation.\nAddressing the above issues will enable us to create prosperity for our people.\n<\/p>\n\n\n\n<p>How?\nBy our producers generating alot of goods and service products that find a\nready market.&nbsp; <\/p>\n\n\n\n<p>The\nmore we sell, the more we produce. The more we produce, the more jobs we create\nand the wider the tax base. <\/p>\n\n\n\n<p>The\nmore taxes we collect, the better social services the African governments will\nprovide.&nbsp; <\/p>\n\n\n\n<p>Today,\nthe African population is 1.25bn with a purchasing power of US$6.757 trillion.\n&nbsp;<\/p>\n\n\n\n<p>By\n2050 this population will be 2.5bn. Uganda alone will be 102 million people.\nWith much bigger purchasing power, Africa will be the engine of the World\neconomy provided we solve the bottlenecks.<\/p>\n\n\n\n<p>I\nthank you.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Your Excellencies, Heads of States and Governments, Rt.
