The\nSpeaker of Parliament, Rebecca Kadaga has directed the Committee on Rules,\nPrivileges and Discipline to investigate the contents of letter from the\nInspector General of Government (IGG) to Internal Security Organization (ISO).<\/p>\n\n\n\n
In\nthe letter, the IGG directs the Director, ISO to investigate allegations by a\nwhistle-blower that some members on the \nCommittee on Commissions, Statutory Authorities and State Enterprises\n(COSASE) were bribed in the course of the probe on the closure of commercial\nbanks by the Central Bank.<\/p>\n\n\n\n
Kadaga\nsaid the Committee should study the\nletter and establish whether it does not amount to contempt of Parliament,\nowing to the fact that it pins Members of Parliament in alleged dubious deals\nwith the subjects of the COSASE investigation including the Bank of Uganda\nGovernor and the Crane Bank owner.<\/p>\n\n\n\n
While\nchairing the sitting of the House Thursday, 28 February 2019, the Speaker\nexpressed concern over the move by the IGG to author a letter to investigate\nParliament without any consultations.<\/p>\n\n\n\n
\u201cThe\nIGG is an officer of this House and reports to this House. But she is casually\ndirecting the ISO Director to investigate us. I am surprised that she did not\nfind it prudent to first consult my office on the matters contained in the\nletter before authoring it to ISO,\u201d said Kadaga.<\/p>\n\n\n\n
Kadaga\nadded the letter was an attack on Parliament and an attempt to impede\nParliamentary investigations as well as intimidate and blackmail the House and\nits members in the performance of constitutionally granted functions.<\/p>\n\n\n\n
\u201cThis\nallegation insinuates that I as the person who championed the need for the\ncommittee to be allowed more time to complete this important assignment was\nmyself compromised together with you Honourable members who supported and\napproved when I proposed the extension,\u201d said Kadaga.<\/p>\n\n\n\n
The\nSpeaker cited the Parliament (Powers and Privileges) Act that emphasizes the\ndignity of the Members of Parliament and condemned the letter saying, \u201cI will\nnot, while as your Speaker, allow anyone to blackmail this House.\u201d<\/p>\n\n\n\n
MPs\nalso raised concerns over recurring queries into investigations by\nParliamentary Committees, noting that it had not been the first such incident,\nadding that the IGG ought to explain to Parliament the intention of the letter\nto the ISO Director.<\/p>\n\n\n\n
\u201cEvery\ntime we come up with any investigation, people try to allege bribery. I\nremember when we tried to investigate UTL and the compensation to Bassajabalaba\non the city abattoir, this issue came up,\u201d said Hon. Mbwatekamwa Gaffa (NRM,\nKasambya County).<\/p>\n\n\n\n
In\nletter r, the IGG alleged that the former COSASE Chairperson Hon. Abdu Katuntu\nand his deputy Hon. Anita Among were known associates of Dr. Sudhir Ruparelia\nand that they regularly met with him and his associates during the course of\nthe investigation.<\/p>\n\n\n\n
The\nletter also alleges that Bank of Uganda Director, Dr. Twinemanzi Tumubweine and\nmembers of COSASE leaked confidential information to Dr. Sudhir Ruparelia.<\/p>\n\n\n\n
\u201cThe Chairperson of COSASE, Hon. Katuntu and his Deputy Anita Among received cash payments from Dr. Sudhir Ruparelia which is suspected to be the real reason they refused to yield leadership of the COSASE when its term ended,\u201d reads the letter in part.<\/p>\n\n\n\n
