President Yoweri Museveni has urged\nResident District Commissioners (RDCs) to expend their efforts at knowing the\nkind of people that they lead in their different places of work in order to appreciate\nand serve them better. <\/p>\n\n\n\n
The President was yesterday speaking\nat the closing of the one-week retreat for RDCs and Deputy RDCs at State House,\nEntebbe. The retreat had been held at the National Leadership Institute, (NALI)\nin Kyankwanzi District. <\/p>\n\n\n\n
During their induction course in the\nRDCs and their deputies received lectures with regard to their role in\nmonitoring and implementing government development programmes, budget\nmonitoring and evaluation, the need for regional integration under the aegis of\nthe East African Community (EAC) and patriotism among other topics.<\/p>\n\n\n\n
The President told the RDCs and their\ndeputies to avoid cheap populism but instead focus on studying and learning the\npeople they serve so that as leaders, hey are better placed to meet their needs.<\/p>\n\n\n\n
\u201cThe people that you want to manage\nhave not just started existing today; so study them. Society is like a patient,\nyou cannot treat a patient unless you carry out a diagnosis first,\u201d the President\nsaid. <\/p>\n\n\n\n
Mr. Museveni encouraged them to\nembrace the four principles of the Government of the National Resistance\nMovement (NRM), which are educating the masses, social economic transformation,\ndemocracy and patriotism. <\/p>\n\n\n\n
\u201cLove Uganda, love Africa rather than\npracticing religious and tribal sectarianism. If you love your country,\nprosperity is better served,\u201d he remarked. <\/p>\n\n\n\n
The President stressed to RDCs that\nit was their role to teach people, especially those with big pieces of land, to\nshift from subsistence production to commercial farming to help create wealth in\ntheir homesteads.<\/p>\n\n\n\n
He further emphasized to the RDCs to\nendeavor and attend to youth groups and see to it that they are engaged in youth\nactivities that have been established by government to curb unemployment\nchallenges.<\/p>\n\n\n\n
The Minister for Presidency, Hon. Esther Mbayo, said the retreat fulfilled the expectations of making local leaders new agents of transformation.<\/p>\n\n\n\n
