Parliament\nwill not be blackmailed or arm-twisted by any individuals as it considers the COSASE\nReport on the closed seven banks, the Speaker of Parliament Rebecca Kadaga has\nsaid.<\/p>\n\n\n\n
The\nspeaker said that the House will continue to carry out its mandate and work as\nit is provided for by the Constitution.<\/p>\n\n\n\n
The\nSpeaker made comments following responses by the Central Bank Director\nFinancial Markets Development Coordination, Benedict Sekabira, and Kirkland\nAssociates, who were mentioned and cited for wrongdoing in the COSASE Report\npresented to the House last week.<\/p>\n\n\n\n
The\ncommittee chaired by Hon. Abdu Katuntu sought to establish whether the right\nlegal procedures were followed by Bank of Uganda in closing Teefe Trust Bank,\nCo-operative Bank, Greenland Bank, ICB, NBC, Crane Bank and Global Trust Bank.<\/p>\n\n\n\n
In\nhis response, Ssekabira said that the report \u201comits crucial information\u201d that\nhe had presented during the course of the investigation, and hence contained\n\u201cmaterial misrepresentations\u201d.<\/p>\n\n\n\n
\u201cI\ntrust that you will indulge me in having the report corrected before it is\nadopted and that you will avail me the record of proceedings at the earliest,\u201d\nhe said adding that, \u201cln the event that my requests herein are not met, l will\nhave no option but to conclude that you [Speaker] and the COSASE have elected\nto treat me prejudicially and with bias.\u201d<\/p>\n\n\n\n
Kirkland\nsaid they had submitted information to the Speaker to draw her attention to\ntheir concerns and correct the record of the House, or they would challenge the\nreport in court.<\/p>\n\n\n\n
They\nsaid that some parts of \u201cthe Report contains many observations that are based\non speculation and conjecture, blatantly false and fabricated information and\nseveral recommendations that are illegal on account of violation of the\nConstitution and other laws of Uganda.\u201d<\/p>\n\n\n\n
Speaker\nKadaga said that she had no personal interest in the committee and had never\nmet or talked to the author of the response, and had no reason to be biased\nagainst him.<\/p>\n\n\n\n
\u201cI\nwant to remind public that the work of committees is bestowed by law and this\nHouse. Let no one try to arm-twist or blackmail us in doing our statutory\nduties,\u201d said Kadaga, who promised to avail the new documents to members as\nthey debate the report.<\/p>\n\n\n\n
Members\nof Parliament commenced debate on the report during the plenary sitting on\nTuesday.<\/p>\n\n\n\n
\u201cI\ndo not know him, I have not talked to him or even sat with him,\u201d she added.<\/p>\n\n\n\n
Meanwhile\nMembers of Parliament have condemned the actions of the bodyguards of Maj. Gen.\nMatayo Kyaligonza who assaulted a Traffic Police Officer for stopping their\nvehicle from making a wrong turn in Seeta, Mukono on Sunday, 24 February 2019.<\/p>\n\n\n\n
The\nChairperson Uganda Women Parliamentary Association (UWOPA), Hon. Pamela Nasiyo\n(NRM, Budaka district), said that the officers\u2019 actions were a direct attack on\nthe dignity of women. <\/p>\n\n\n\n
The member was given leave to move a motion in the House and have members debate the action of Maj. Gen. Kyaligonza and his guards against the traffic officer. The motion is scheduled for presentation and debate on Wednesday.<\/p>\n\n\n\n
