The Ministry of Finance, Planning and Economic Development has pledged to enhance its information systems, strengthen users\u2019 technical capacity and promote greater efficiency and accountability in public financial management.<\/p>\n\n\n\n
The ministry\u2019s Acting Commissioner for Budget Policy and Evaluation, Ali Tagoole, made the commitment while opening a training session on the upgraded Online Transfer Information Management System (OTIMS) for selected Ministries, Departments and Agencies (MDAs) at Mestil Hotel in Kampala.<\/p>\n\n\n\n
OTIMS is used to manage government transfers to local governments. Its functions include preparing and managing indicative planning figures (IPFs), updating beneficiary details and cost centres, and generating quarterly expenditure limits.<\/p>\n\n\n\n
Tagoole emphasised the importance of feedback from participating institutions, saying their input would help ensure the upgraded platform addresses users\u2019 needs and remains practical, easy to use and aligned with the ministry\u2019s operations.<\/p>\n\n\n\n
He revealed that improvements had been made to the system\u2019s security and database, while the Kampala Capital City Authority (KCCA) had also been integrated into the platform.<\/p>\n\n\n\n
The training has brought together representatives from selected government institutions, including the Office of the Prime Minister, Ministry of Local Government, KCCA, Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Trade, Industry and Cooperatives, Ministry of Education and Sports, and Ministry of Health.<\/p>\n\n\n\n
Through the training and system upgrades, the ministry aims to improve the administration of transfers to local governments while strengthening transparency, accountability and efficiency in public financial management.<\/p>\n","protected":false},"excerpt":{"rendered":"
