Kiir Dissolves South Sudan Transitional Gov\u2019t, Appoints Caretaker Administration Ahead of Elections"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">President Salva Kiir Mayardit has dissolved the transitional unity government established under the 2018 peace agreement, including the national legislature and state governments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has also removed First Vice-President Riek Machar and all four Vice-Presidents from office and appointed a caretaker administration ahead of elections scheduled for 22 December 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes were announced in a Republican Order issued by Kiir on Tuesday evening and read on state-owned South Sudan Broadcasting Corporation (SSBC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the order, issued in accordance with the National Elections Act, 2012, as amended in 2026, Kiir will remain president throughout the electoral period until a newly elected president is sworn in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The First Vice-President and all Vice-Presidents have been relieved of their positions with immediate effect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Presidential advisers and presidential envoys will continue to serve under the authority of the president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kiir also appointed former speaker of parliament Joseph Ngere Paciko as adviser on governance after he lost his position following the dissolution of parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll substantive National Ministers and Deputy Ministers are hereby relieved of their portfolio duties,\u201d the order states, while directing ministries and other government institutions to continue operating under an interim or caretaker structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kiir appointed caretaker ministers to oversee key ministries, including presidential affairs, cabinet affairs, foreign affairs, defence, interior, justice, national security, finance, petroleum, trade, information, East African Community affairs and peacebuilding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order also dissolves the Transitional National Legislative Assembly and the Council of States.At the subnational level, the 10 state governments and state legislative assemblies have been dissolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administrations and legislative councils of the three administrative areas have also been dissolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Caretaker Ministers<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kiir appointed the following caretaker ministers at the national level:<\/p>\n\n\n\n<ul \u2013 Minister of Foreign Affairs<\/li>\n\n\n\n<li>Ayor Akuoch Anok \u2013 Minister of Defence<\/li>\n\n\n\n<li>Rizik Zakariah Hassan \u2013 Minister of Interior<\/li>\n\n\n\n<li>Wek Mamer Kuol \u2013 Minister of Justice<\/li>\n\n\n\n<li>Oboto Mamur Mete \u2013 Minister of National Security<\/li>\n\n\n\n<li>Athian Diing Athian \u2013 Minister of Finance<\/li>\n\n\n\n<li>Awou Daniel Chiang \u2013 Minister of Petroleum<\/li>\n\n\n\n<li>Labanya Margret \u2013 Minister of Trade<\/li>\n\n\n\n<li>Ateny Wek Ateny \u2013 Minister of Information and ICT<\/li>\n\n\n\n<li>Michael Makuei Lueth \u2013 Minister of East African Community Affairs<\/li>\n\n\n\n<li>Stephen Par Kuol \u2013 Minister of Peacebuilding<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">He also appointed three deputy ministers: Philip Jada Natana (Foreign Affairs), Marial Chanuong Yol (Defence) and David Marial Gumke (Interior).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Caretaker Governors and Administrators<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kiir separately appointed caretaker governors for the 10 states:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Agustino Wani Jadallah \u2013 Central Equatoria<\/li>\n\n\n\n<li>Louis Lobong Lojore \u2013 Eastern Equatoria<\/li>\n\n\n\n<li>Moses Majok Gatluak \u2013 Jonglei<\/li>\n\n\n\n<li>Riny Tueny Mabor Deng \u2013 Lakes<\/li>\n\n\n\n<li>Charles Madut Akol \u2013 Northern Bahr el Ghazal<\/li>\n\n\n\n<li>Dr Joseph Nguen Monytuil \u2013 Unity<\/li>\n\n\n\n<li>James Koang Chuol \u2013 Upper Nile<\/li>\n\n\n\n<li>Bol Wek Agoth \u2013 Warrap<\/li>\n\n\n\n<li>Sherif Daniel Sherif \u2013 Western Bahr el Ghazal<\/li>\n\n\n\n<li>Daniel Badagbu Rembisa \u2013 Western Equatoria<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">He also appointed caretaker chief administrators for the three administrative areas:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Charles Jok Abyei (Abyei), Joseph Boboya Ngere (Pibor) and Daniel Makuei Thiyier (Ruweng).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At county level, the order relieves all county commissioners of their political and policy duties pending the appointment of interim commissioners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outgoing commissioners may only perform functions necessary to maintain essential services, public order and administrative continuity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Restrictions and Continuity<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Republican Order states that independent commissions, organised forces, the judiciary, the civil service and other institutions whose continued operation is required by law will remain functional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It places restrictions on caretaker officials, including a prohibition on entering into long-term international agreements, incurring substantial public debt, entering strategic concession agreements or disposing of public assets without presidential authorisation and compliance with the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials serving during the caretaker period are also required to remain politically neutral and not use public office, government resources or state institutions to promote or disadvantage political parties or candidates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The caretaker arrangement is to remain in force until the elected president, national legislature and elected state, administrative-area and local authorities assume office, unless the order is amended or revoked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dissolution comes a day after Kiir signed amendments to the election law that removed legal obstacles previously linking the conduct of elections to the permanent constitution-making process and a national population
