After weeks of political uncertainty, parliamentary rejection and a bruising citizenship controversy that derailed his appointment to the Ministry of Internal Affairs, Muganga has publicly congratulated the man who has taken the job that was once his.<\/p>\n\n\n\n
Juma Witonze Kisekka has been sworn in as the new State Minister for Internal Affairs, formally closing the door on Muganga\u2019s aborted Cabinet journey.<\/p>\n\n\n\n
And Muganga\u2019s reaction is striking.<\/p>\n\n\n\n
There is no protest.<\/p>\n\n\n\n
No attack on Parliament.<\/p>\n\n\n\n
No fresh defence of his citizenship status.<\/p>\n\n\n\n
No accusation that he was unfairly treated.<\/p>\n\n\n\n
Instead, Muganga has offered Witonze a blessing.<\/p>\n\n\n\n
\u201cCongratulations, @HonWitonze, upon your swearing-in as State Minister for Internal Affairs,\u201d Muganga posted.<\/p>\n\n\n\n
\u201cMy brother Juma, I wish you a prosperous and enjoyable tour of duty.\u201d<\/p>\n\n\n\n
It is perhaps the clearest indication yet that Muganga has accepted defeat.<\/p>\n\n\n\n
The former presidential pick has watched the Cabinet seat he was nominated for go to another man \u2014 and has now publicly acknowledged his replacement.<\/p>\n\n\n\n
But behind the gracious words lies one of the most extraordinary ministerial episodes of the 2026 political season.<\/p>\n\n\n\n
Muganga was President Yoweri Museveni\u2019s choice.<\/p>\n\n\n\n
Parliament said no.<\/p>\n\n\n\n
And the reason was not politics alone.<\/p>\n\n\n\n
It was citizenship.<\/p>\n\n\n\n
THE APPOINTMENT THAT COLLAPSED<\/strong><\/p>\n\n\n\n Museveni had initially appointed Muganga, the Vice Chancellor of Victoria University, as Minister of State for Internal Affairs.<\/p>\n\n\n\n On paper, it was a major political elevation for an academic who had built a reputation in higher education and administration.<\/p>\n\n\n\n But the appointment ran straight into Parliament\u2019s Appointments Committee.<\/p>\n\n\n\n During the vetting process, questions emerged over Muganga\u2019s citizenship status.<\/p>\n\n\n\n The committee\u2019s investigations reportedly established links to Uganda, Rwanda and Canada.<\/p>\n\n\n\n That immediately created a constitutional problem.<\/p>\n\n\n\n Uganda permits dual citizenship, but the law imposes restrictions on dual citizens holding certain public offices.<\/p>\n\n\n\n And the Internal Affairs portfolio was never going to be an ordinary appointment.<\/p>\n\n\n\n The ministry is responsible for some of the most sensitive arms of government, including citizenship, immigration, national identification, prisons and policing.<\/p>\n\n\n\n The citizenship question therefore became explosive.<\/p>\n\n\n\n Muganga reportedly told the committee that he had started the process of renouncing his Canadian citizenship.<\/p>\n\n\n\n But the committee was not persuaded that the process had been completed.<\/p>\n\n\n\n His nomination was rejected.<\/p>\n\n\n\n Just like that, Museveni\u2019s choice was stopped by Parliament.<\/p>\n\n\n\n THEN CAME JUMA<\/strong><\/p>\n\n\n\n With Muganga out, the President needed another name.<\/p>\n\n\n\n Enter Juma Witonze Kisekka.<\/p>\n\n\n\n Witonze was subsequently nominated for the same position and appeared before Parliament\u2019s Appointments Committee.<\/p>\n\n\n\n This time, there was no Muganga-style political drama.<\/p>\n\n\n\n The committee approved him.<\/p>\n\n\n\n The parliamentary hurdle was cleared.<\/p>\n\n\n\n And on Tuesday, August 11, 2026, Witonze finally stood before President Museveni and took the oath of office.<\/p>\n\n\n\n The symbolism could hardly be missed.<\/p>\n\n\n\n The man who replaced Muganga was being sworn into the exact Cabinet position Muganga had been forced to abandon.<\/p>\n\n\n\n And Muganga was watching.<\/p>\n\n\n\n Instead of fighting it, he congratulated him.<\/p>\n\n\n\n \u201cMY BROTHER JUMA\u201d<\/strong><\/p>\n\n\n\n Muganga\u2019s choice of words is telling.<\/p>\n\n\n\n He did not call Witonze his replacement.<\/p>\n\n\n\n He did not remind the public that he had originally been nominated for the job.<\/p>\n\n\n\n He called him \u201cmy brother Juma.\u201d<\/strong><\/p>\n\n\n\n Then he wished him \u201ca prosperous and enjoyable tour of duty.\u201d<\/p>\n\n\n\n It is a remarkably restrained response to what amounts to a major political setback.<\/p>\n\n\n\n For weeks, Muganga\u2019s name had dominated public debate over ministerial appointments.<\/p>\n\n\n\n His citizenship became the central issue.<\/p>\n\n\n\n His nomination collapsed.<\/p>\n\n\n\n The President moved on.<\/p>\n\n\n\n And another man was appointed.<\/p>\n\n\n\n Muganga has now signalled that he too is moving on.<\/p>\n\n\n\n But the final part of his message was even more politically loaded.<\/p>\n\n\n\n \u201cWe thank H.E. President @KagutaMuseveni for remembering Abavandimwe,\u201d he said.<\/p>\n\n\n\n \u201cMay God grant our Commander-in-Chief a long and blessed life.\u201d<\/p>\n\n\n\n That is not the language of a man openly breaking ranks.<\/p>\n\n\n\n If anything, it is a declaration that despite losing the Cabinet appointment, Muganga remains publicly loyal to Museveni.<\/p>\n\n\n\n He has chosen gratitude instead of war.<\/p>\n\n\n\n THE IRONY IS HARD TO MISS<\/strong><\/p>\n\n\n\n There is a striking twist to the entire saga.<\/p>\n\n\n\n Muganga lost the Internal Affairs job amid questions about citizenship.<\/p>\n\n\n\n Witonze has now taken over a ministry that has citizenship and immigration among its core responsibilities.<\/p>\n\n\n\n The ministry is responsible for the Directorate of Citizenship and Immigration Control, among other critical institutions.<\/p>\n\n\n\n The irony is almost impossible to ignore.<\/p>\n\n\n\n The man whose nationality became a parliamentary controversy was denied the job.<\/p>\n\n\n\n The man who replaced him now sits in the ministry responsible for managing citizenship matters.<\/p>\n\n\n\n And Muganga has publicly congratulated him.<\/p>\n\n\n\n MUGANGA\u2019S \u201cGREAT THING\u201d MESSAGE<\/strong><\/p>\n\n\n\n Then comes perhaps the most curious line in Muganga\u2019s message.<\/p>\n\n\n\n \u201cIt is truly a great thing to be alive and witness this moment today.\u201d<\/p>\n\n\n\n The statement is open to interpretation.<\/p>\n\n\n\n But coming after a failed Cabinet nomination, it reads as deeply reflective.<\/p>\n\n\n\n Muganga appears to be acknowledging the extraordinary political journey that has taken place around his name.<\/p>\n\n\n\n He was nominated.<\/p>\n\n\n\n He was vetted.<\/p>\n\n\n\n He faced questions over his citizenship.<\/p>\n\n\n\n He was rejected.<\/p>\n\n\n\n His replacement was selected.<\/p>\n\n\n\n And now he has watched that replacement take the oath.<\/p>\n\n\n\n Yet he is still here.<\/p>\n\n\n\n Still publicly thanking Museveni.<\/p>\n\n\n\n Still congratulating the man who took his position.<\/p>\n\n\n\n Still calling him brother.<\/p>\n\n\n\n It is a remarkable political exit from a controversy that could easily have produced a bitter public confrontation.<\/p>\n\n\n\n BUT THE CITIZENSHIP QUESTION IS NOT DEAD<\/strong><\/p>\n\n\n\n Muganga may have lost the Cabinet position, but the citizenship issue did not simply disappear.<\/p>\n\n\n\n Reports later emerged that Rwanda had approved his renunciation of Rwandan citizenship, while questions remained over the completion of the Canadian renunciation process.<\/p>\n\n\n\n That means the legal and administrative questions surrounding his nationality continued even after Parliament had effectively closed the door on his ministerial appointment.<\/p>\n\n\n\n And that is where the story becomes bigger than Muganga himself.<\/p>\n\n\n\n The episode exposed the enormous political consequences that citizenship status can have for Ugandans seeking high public office.<\/p>\n\n\n\n It also demonstrated that presidential nomination does not automatically translate into Cabinet appointment.<\/p>\n\n\n\n Museveni can nominate.<\/p>\n\n\n\n Parliament can vet.<\/p>\n\n\n\n And Parliament can reject.<\/p>\n\n\n\n Muganga\u2019s case provided one of the clearest demonstrations of that constitutional reality.<\/p>\n\n\n\n WITONZE INHERITS A HOT SEAT<\/strong><\/p>\n\n\n\n Witonze may have won the appointment, but he has inherited a politically sensitive ministry.<\/p>\n\n\n\n The Ministry of Internal Affairs is responsible for institutions that touch the daily lives of millions of Ugandans.<\/p>\n\n\n\n Police.<\/p>\n\n\n\n Prisons.<\/p>\n\n\n\n Immigration.<\/p>\n\n\n\n Citizenship.<\/p>\n\n\n\n National identification.<\/p>\n\n\n\n These are not ceremonial responsibilities.<\/p>\n\n\n\n They involve some of the most powerful machinery of the Ugandan state.<\/p>\n\n\n\n Witonze therefore has little room for political apprenticeship.<\/p>\n\n\n\n He will be expected to deliver.<\/p>\n\n\n\n His background in political mobilisation and the ruling National Resistance Movement gives him political experience.<\/p>\n\n\n\n But ministerial office will require much more than political loyalty.<\/p>\n\n\n\n He will have to manage institutions facing persistent questions over accountability, human rights, efficiency, immigration control, national identification and public security.<\/p>\n\n\n\n And he will do so under the microscope created by the controversy surrounding the man he replaced.<\/p>\n\n\n\n THE PRESIDENT MOVES ON<\/strong><\/p>\n\n\n\n For Museveni, the saga has also demonstrated his ability to quickly recalibrate.<\/p>\n\n\n\n His first choice was Muganga.<\/p>\n\n\n\n Parliament rejected Muganga.<\/p>\n\n\n\n The President nominated Witonze.<\/p>\n\n\n\n Parliament approved him.<\/p>\n\n\n\n Witonze has now taken the oath.<\/p>\n\n\n\n The government has therefore moved forward without allowing the controversy to paralyse the Cabinet.<\/p>\n\n\n\n That leaves Muganga in an interesting political position.<\/p>\n\n\n\n He remains a prominent academic and public figure.<\/p>\n\n\n\n He remains associated with Museveni\u2019s appointment.<\/p>\n\n\n\n But he is no longer a Cabinet minister.<\/p>\n\n\n\n At least for now.<\/p>\n\n\n\n And perhaps most importantly, he has not turned his rejection into an open political fight.<\/p>\n\n\n\n Instead, he has chosen to congratulate the victor.<\/p>\n\n\n\n MUGANGA\u2019S DEFEAT, WITONZE\u2019S VICTORY<\/strong><\/p>\n\n\n\n There is no dressing it up.<\/p>\n\n\n\n Muganga lost the Cabinet battle.<\/p>\n\n\n\n Witonze won it.<\/p>\n\n\n\n The evidence is now standing in plain sight: Witonze has taken the oath, occupied the position and assumed the responsibilities.<\/p>\n\n\n\n Muganga himself has acknowledged the outcome.<\/p>\n\n\n\n But his concession may also be a calculated act of political maturity.<\/p>\n\n\n\n By congratulating Witonze and praising Museveni, Muganga has avoided turning a failed appointment into a permanent political rupture.<\/p>\n\n\n\n He has left the door open.<\/p>\n\n\n\n Politics is rarely about the position one loses today.<\/p>\n\n\n\n It is often about what remains possible tomorrow.<\/p>\n\n\n\n And Muganga\u2019s message appears carefully crafted with that reality in mind.<\/p>\n\n\n\n There is no bridge-burning.<\/p>\n\n\n\n There is no bitterness.<\/p>\n\n\n\n There is no public war with Parliament.<\/p>\n\n\n\n There is instead a salute to the new minister and a blessing for the President.<\/p>\n\n\n\n For Witonze, however, the congratulations mark the beginning of the real battle.<\/p>\n\n\n\n He now has to prove that he deserves the office.<\/p>\n\n\n\n He has to make the ministry work.<\/p>\n\n\n\n He has to manage Uganda\u2019s internal security machinery.<\/p>\n\n\n\n And he has to establish his own political identity rather than remain known simply as the man who replaced Muganga.<\/strong><\/p>\n\n\n\n For Muganga, Tuesday\u2019s ceremony represents something different.<\/p>\n\n\n\n It is the moment he watched the job he was supposed to occupy go to someone else.<\/p>\n\n\n\n And his response was not anger.<\/p>\n\n\n\n It was acceptance.<\/p>\n\n\n\n \u201cMy brother Juma, I wish you a prosperous and enjoyable tour of duty.\u201d<\/p>\n\n\n\n The Cabinet door has closed on Muganga.<\/p>\n\n\n\n
