Four years after its launch, the Parish Development Model (PDM) has emerged as the centrepiece of Uganda’s poverty eradication strategy, with government now reporting that more than four million Ugandans have benefited from the programme as it prepares to enter a new phase focused on productivity, value addition and market access.<\/p>\n\n\n\n
Finance Minister Henry Musasizi used the 2026\/27 national budget speech to defend the programme against its critics, describing it as the government’s most important intervention for eliminating subsistence farming and integrating millions of households into the money economy.<\/p>\n\n\n\n
The figures presented in the budget reveal the scale of government’s investment.<\/p>\n\n\n\n
According to the minister, government has transferred Shs4.4 trillion to all 10,589 parishes across the country as revolving capital over the last five years. By the end of June 2026, more than four million beneficiaries are expected to have accessed the funds.<\/p>\n\n\n\n
For President Yoweri Museveni, the PDM represents more than a credit scheme.<\/p>\n\n\n\n
Government views it as a structural transformation programme designed to move households from subsistence agriculture to commercial production and from poverty to prosperity.<\/p>\n\n\n\n
The programme was launched amid growing concern that despite decades of economic growth, millions of Ugandans remained trapped in subsistence production, unable to participate meaningfully in the cash economy.<\/p>\n\n\n\n
Officials argue that while Uganda’s economy has expanded significantly over the years, the benefits of growth have not reached many rural households.<\/p>\n\n\n\n
The PDM was therefore designed as a last-mile intervention targeting individual households rather than districts or sub-counties.<\/p>\n\n\n\n
Each parish receives revolving funds that are lent to beneficiaries engaged in income-generating activities such as crop farming, livestock production, poultry, piggery, fishing and small-scale businesses.<\/p>\n\n\n\n
Government says the programme is already improving household incomes, enhancing food security and creating local economic opportunities.<\/p>\n\n\n\n
However, the PDM is only one part of a broader wealth creation ecosystem that government has built over the years.<\/p>\n\n\n\n
The budget speech reveals that government has invested nearly Shs11 trillion directly into wealth-creation initiatives targeting households, youth, women, farmers and businesses.<\/p>\n\n\n\n
Among the flagship programmes is Emyooga, which has received Shs760 billion in revolving funds.<\/p>\n\n\n\n
Government says 7,148 Emyooga SACCOs have been established, attracting more than 2.48 million members and accumulating savings of Shs95.3 billion.<\/p>\n\n\n\n
An additional Shs100 billion has been allocated to the programme in the new budget.<\/p>\n\n\n\n
The Katale Loan Facility has emerged as another key intervention aimed at supporting market vendors and informal urban businesses.<\/p>\n\n\n\n
Initially piloted in six major Kampala markets including Owino, Nakasero, Nakawa, Kalerwe, Busega and Ggaba, the programme offers loans at an annual interest rate of eight percent.<\/p>\n\n\n\n
Government plans to expand the facility nationwide during the coming financial year.<\/p>\n\n\n\n
Small businesses have also benefited through the Small Business Fund, which has disbursed more than Shs82 billion to over 4,000 enterprises.<\/p>\n\n\n\n
Meanwhile, the Agricultural Credit Facility has leveraged government contributions of Shs371.7 billion into cumulative lending worth Shs1.35 trillion to more than 14,000 beneficiaries.<\/p>\n\n\n\n
Government has also introduced targeted financing for large-scale commercial farmers.<\/p>\n\n\n\n
Under the programme, government pays interest costs for farmers cultivating more than 50 acres of grains and animal feeds.<\/p>\n\n\n\n
So far, 186 farmers have accessed loans worth Shs169.1 billion under the arrangement.<\/p>\n\n\n\n
The Uganda Development Bank continues to play a central role in financing industrialization and value addition.<\/p>\n\n\n\n
Government has capitalized the bank with Shs1.6 trillion, enabling it to lend more than Shs2.45 trillion to over 600 businesses operating in agriculture, manufacturing, tourism and services.<\/p>\n\n\n\n
Women and youth have received special attention.<\/p>\n\n\n\n
The World Bank-funded GROW project has extended soft loans worth Shs133.14 billion to more than 6,500 women-owned businesses.<\/p>\n\n\n\n
The Youth Livelihood Programme has financed nearly 25,000 projects benefiting over 275,000 young people.<\/p>\n\n\n\n
Government has also launched a revolving fund for creative artists and provided financing support to teachers’ SACCOs.<\/p>\n\n\n\n
Collectively, these interventions are intended to address one of Uganda’s most persistent economic challenges: unemployment and low household incomes.<\/p>\n\n\n\n
Despite strong economic growth, many Ugandans remain engaged in low-productivity activities that generate limited income.<\/p>\n\n\n\n
Government believes access to affordable capital can unlock entrepreneurial potential and stimulate local economic activity.<\/p>\n\n\n\n
Yet the programmes have not been without controversy.<\/p>\n\n\n\n
Critics have raised concerns about loan recovery, political interference, corruption and sustainability.<\/p>\n\n\n\n
Questions remain about whether beneficiaries are using funds productively and whether the programmes are creating lasting economic transformation.<\/p>\n\n\n\n
Government acknowledges some of these challenges.<\/p>\n\n\n\n
The next phase of PDM will focus heavily on improving productivity, strengthening value addition and expanding market access.<\/p>\n\n\n\n
Officials also plan to gradually transition the programme into a self-sustaining financial ecosystem that could eventually evolve into a dedicated PDM Bank.<\/p>\n\n\n\n
The success of that vision will largely depend on repayment performance, governance standards and the development of viable value chains.<\/p>\n\n\n\n
For now, government remains convinced that wealth creation programmes represent the most direct route to reducing poverty and expanding participation in Uganda’s growing economy.<\/p>\n\n\n\n
In the new budget alone, an additional Shs2.49 trillion has been allocated to wealth creation initiatives.<\/p>\n\n\n\n
As Uganda pursues its ambitious Tenfold Growth Strategy, the effectiveness of these programmes may ultimately determine whether economic growth translates into tangible improvements in the lives of ordinary citizens.<\/p>\n","protected":false},"excerpt":{"rendered":"
