Otukol Samuel, has been found guilty in a shocking corruption case that has rocked both Parliament and local government circles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Anti-Corruption Court on Friday, March 27, 2026, convicted Otukol on two counts of theft and two counts of conspiracy to defraud, bringing his political future into serious question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was not alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three others were also nailed in the same scandal:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Osire Ezekiel, a company director, was convicted of theft and conspiracy to defraud.<\/li>\n\n\n\n<li>Odap Francis, former Chief Administrative Officer of Namisindwa District, was found guilty on multiple counts of causing financial loss and conspiracy.<\/li>\n\n\n\n<li>Wamburu Willy, former Acting Chief Financial Officer, was also convicted on similar charges.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How the scam worked<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Court heard that between June and November 2019, the group orchestrated a well-calculated scheme to siphon public funds from Namisindwa District.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The money was disguised as staff loan deductions, then secretly wired to three private entities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>United for Development SACCO<\/li>\n\n\n\n<li>Samix Uganda Ltd<\/li>\n\n\n\n<li>Zedkol Financial Services<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators revealed a bombshell \u2014 none of these companies had provided any services to the district, and they were not licensed by the Uganda Microfinance Regulatory Authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Otukol, who is a director in Samix Uganda Ltd, was found to have played a central role in the scheme alongside his co-accused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Jail looming<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With sentencing set for April 1, 2026, the embattled MP now faces a possible 14-year prison sentence under the Anti-Corruption Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conviction marks a dramatic fall for the legislator, whose name is now firmly tied to one of the latest high-profile corruption cases involving public funds.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pallisa Member of Parliament, Hon.
