The Ministry of Water and Environment has presented a performance report on the implementation of the National Resistance Movement (NRM) Manifesto (2021-2026), highlighting key achievements, challenges, and future priorities in the sector.<\/p>\n\n\n\n

The report, presented on November 29, 2024, focuses on three thematic areas: Creating Jobs and Wealth for Ugandans, Delivering Essential Services, and Protecting Life and Property.<\/strong><\/p>\n\n\n\n

Key Achievements<\/strong><\/h4>\n\n\n\n

Under the Creating Jobs and Wealth<\/strong> theme, the ministry has:<\/p>\n\n\n\n

    \n
  • Constructed bulk water systems and valley tanks in cattle corridor districts to support livestock farming.<\/li>\n\n\n\n
  • Established irrigation schemes to boost agricultural productivity.<\/li>\n\n\n\n
  • Invested in water research and innovation to improve water management.<\/li>\n<\/ul>\n\n\n\n

    For environmental protection and sustainability<\/strong>, the government has:<\/p>\n\n\n\n

    • Increased national forest cover from 12.4% to 12.2%, with a target of 15% by 2026.<\/li>\n\n\n\n
    • Raised intact wetland cover from 8.9% to 9.3%.<\/li>\n\n\n\n
    • Distributed over 50 million tree seedlings<\/strong> for afforestation and reforestation efforts.<\/li>\n<\/ul>\n\n\n\n

      To combat climate change<\/strong>, the ministry has enhanced meteorological services<\/strong> by leveraging ICT, including social media platforms and a Weather Information Dissemination System (WIDS).<\/p>\n\n\n\n

      Challenges Hindering Progress<\/strong><\/h4>\n\n\n\n

      Despite progress, several obstacles have delayed full implementation of the commitments:<\/p>\n\n\n\n

      • Delayed approvals<\/strong> by development partners, affecting project timelines.<\/li>\n\n\n\n
      • Climate change effects<\/strong>, such as prolonged droughts and floods, disrupting water supply.<\/li>\n\n\n\n
      • Land acquisition disputes<\/strong>, slowing down infrastructure projects.<\/li>\n\n\n\n
      • Weak law enforcement<\/strong>, leading to illegal encroachment on wetlands and forests.<\/li>\n\n\n\n
      • Financial constraints<\/strong>, limiting restoration efforts and investment in alternative livelihoods.<\/li>\n<\/ul>\n\n\n\n

        The Way Forward<\/strong><\/h4>\n\n\n\n

        To address these challenges, the government plans to:<\/p>\n\n\n\n

        • Strengthen stakeholder partnerships and law enforcement to curb environmental degradation.<\/li>\n\n\n\n
        • Recruit more Environment Protection Force (EPF) officers<\/strong> to enhance compliance.<\/li>\n\n\n\n
        • Implement express penalties for environmental violations.<\/li>\n\n\n\n
        • Digitize forest reserve boundaries and integrate them with the land management system.<\/li>\n<\/ul>\n\n\n\n

          The Ministry remains committed to meeting its 2026 targets despite ongoing challenges.
