Justice Simon Byabakama, Chairperson of the Electoral Commission (EC), has reaffirmed his commitment to delivering peaceful, free, and fair by-elections for Kawempe Division North Constituency. <\/p>\n\n\n\n

Speaking during a stakeholders\u2019 consultative meeting held in Kampala, Justice Byabakama outlined a comprehensive electoral roadmap for the by-elections, emphasizing transparency, collaboration, and adherence to the law.<\/p>\n\n\n\n

The by-elections are set to fill two vacant positions: the Directly-elected Member of Parliament for Kawempe Division North, left vacant following the passing of Hon. Ssegirinya Muhammad on January 9, 2025, and the Directly-elected Councillor for Kazo-Angola Ward.<\/p>\n\n\n\n

\u201cOn behalf of the Electoral Commission and personally, I extend our heartfelt condolences to the family, the people of Kawempe North, and all those affected by this loss. May his soul rest in eternal peace,\u201d Justice Byabakama stated as he led attendees in a moment of silence for the late legislator.<\/p>\n\n\n\n

Byabakama\u2019s Vision for Credible Elections<\/h3>\n\n\n\n

In his address, Justice Byabakama underscored the EC\u2019s unwavering dedication to fulfilling its constitutional mandate of conducting regular free and fair elections. <\/p>\n\n\n\n

He called for collaboration from political leaders, civil society organizations, and security agencies to ensure a credible and peaceful process.<\/p>\n\n\n\n

\u201cThe conduct of an election involves many stakeholders. Adherence to electoral laws and guidelines is crucial. Where there are uncertainties, the Commission is open to dialogue and clarification to avoid misunderstandings,\u201d Justice Byabakama emphasized.<\/p>\n\n\n\n

The Electoral Roadmap<\/h3>\n\n\n\n

Justice Byabakama presented the electoral roadmap, highlighting the key milestones in the process.<\/p>\n\n\n\n

  1. Update of the Voters\u2019 Register:<\/strong>
    This exercise, which began on January 27, will run until January 31. Eligible voters are encouraged to register or transfer their voting locations within Kawempe Division North.<\/li>\n\n\n\n
  2. Display of the Voters\u2019 Register:<\/strong>
    Scheduled for February 10\u201319, this phase will allow voters to verify their details and raise objections if necessary.<\/li>\n\n\n\n
  3. Nomination of Candidates:<\/strong>
    Nominations will take place on February 26 and 27 at the Assistant Returning Officer\u2019s office in Kawempe. The inspection of nomination papers and resolution of complaints will follow.<\/li>\n\n\n\n
  4. Campaigns and Polling Day:<\/strong>
    Campaigns will run from February 28 to March 11, with polling day set for March 13. Justice Byabakama urged candidates to avoid processions and respect public order, emphasizing the Uganda Police Force\u2019s role in enforcing these guidelines.<\/li>\n<\/ol>\n\n\n\n

    Justice Byabakama\u2019s Call for Cooperation<\/h3>\n\n\n\n

    Justice Byabakama appealed to political parties, candidates, and voters to actively participate in the process while maintaining peace and respecting electoral guidelines. <\/p>\n\n\n\n

    He stressed the need for fair competition and respect for the outcome, noting that only one winner will emerge for each position.<\/p>\n\n\n\n

    \u201cI call upon all political actors to refrain from acts of violence or intimidation. Let us conduct ourselves in a manner that upholds the democratic values of transparency, fairness, and respect for the rule of law,\u201d he said.<\/p>\n\n\n\n

    Ensuring Transparency and Security<\/h3>\n\n\n\n

    To foster transparency, Justice Byabakama outlined measures to enhance stakeholder confidence, including:<\/p>\n\n\n\n

    • Stakeholder Consultations:<\/strong> Regular meetings with candidates and representatives to address concerns.<\/li>\n\n\n\n
    • Witnessing Preparations:<\/strong> Candidates will be invited to observe critical activities, such as the packing and dispatching of election materials.<\/li>\n\n\n\n
    • Observer Accreditation:<\/strong> Observers will be allowed to monitor the process, with strict guidelines to ensure neutrality.<\/li>\n<\/ul>\n\n\n\n

      Security will also be a top priority, with the EC working closely with the Uganda Police Force to ensure a peaceful electoral environment. Justice Byabakama emphasized that campaign activities must remain within designated venues, and processions on public roads would not be tolerated.<\/p>\n\n\n\n

      Strengthening Voter Participation<\/h3>\n\n\n\n

      Justice Byabakama highlighted the importance of voter participation in key phases, including voter registration, register display, and polling day. He assured voters of their right to access voter location slips and verify their information to avoid disenfranchisement.<\/p>\n\n\n\n

      \u201cThe success of this by-election depends on the active and peaceful participation of all stakeholders. I urge voters to take full advantage of the opportunities provided by the electoral programme,\u201d he said.<\/p>\n\n\n\n

      Justice Byabakama concluded by reiterating the EC\u2019s commitment to delivering a free, fair, and peaceful by-election. He encouraged all stakeholders to work collaboratively to ensure the credibility of the electoral process.<\/p>\n\n\n\n

      \u201cThe Electoral Commission is committed to upholding the principles of democracy. Let us all play our roles diligently and ensure a peaceful election in Kawempe Division North,\u201d Justice Byabakama said.<\/p>\n\n\n\n
