{"id":27399,"date":"2021-11-15T08:58:09","date_gmt":"2021-11-15T05:58:09","guid":{"rendered":"https:\/\/ugmirror.com\/?p=27399"},"modified":"2021-11-15T08:58:11","modified_gmt":"2021-11-15T05:58:11","slug":"two-ugandan-soldiers-sentenced-to-death-in-somalia","status":"publish","type":"post","link":"https:\/\/ugmirror.com\/index.php\/2021\/11\/15\/two-ugandan-soldiers-sentenced-to-death-in-somalia\/","title":{"rendered":"Two Ugandan Soldiers Sentenced To Death In Somalia"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Five Ugandan soldiers serving with African Union troops in Somalia have been found guilty of killing seven civilians there in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two of the soldiers have been sentenced to death, while three others have been given 39-year prison sentences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three will be repatriated to Uganda to serve their sentences there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The civilians were unlawfully killed during a gun battle in Golweyn between its troops and al-Shabab militants, the AU says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AU&#8217;s Amisom force has been in Somalia for 14 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has been fighting the\u00a0al-Shabab Islamists who retain a stronghold on parts of the country. Almost a third of Amisom&#8217;s 20,000 troops are from Uganda &#8211; making it the biggest national contingent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saturday&#8217;s court martial ruling by Uganda comes a month after the AU announced it wanted to expand its military operation in Somalia, pending approval from the UN and the Somali government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Our mission in Somalia is to degrade al-Shabab and other armed groups. In doing so, we absolutely have every responsibility to protect the civilian population&#8221;,&nbsp;<a href=\"https:\/\/amisom-au.org\/2021\/11\/court-martial-finds-amisom-soldiers-guilty-of-killing-civilians-in-goloweyn\/\">said commander of the Ugandan contingent commander Brig Gen Don Nabasa in a statement on Saturday<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VOA reports that some of the victims&#8217; families attended the court hearings organised by Uganda in the Somali capital, Mogadishu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We are very happy with the court decision and expect compensation to be awarded to the families of those killed,&#8221;&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/two-ugandan-soldiers-sentenced-to-death-in-somalia\/6311893.html\">Hussein Osman Wasuge &#8211; a spokesman for the bereaved relatives &#8211; is quoted as saying<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told local media that one of the bereaved and six Ugandan soldiers were allowed to testify.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Below Is AMISOM&#8217;s full statement<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a follow up to the Board of Inquiry that investigated allegations of civilian casualties in Goloweyn on 10<sup>th<\/sup>&nbsp;August 2021, by AMISOM soldiers, the Government of the Republic of Uganda, as the Troop Contributing Country to which the implicated soldiers belong, established a Court Martial in Mogadishu, Somalia, to try the accused soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After sitting from 2-12<sup>th<\/sup>&nbsp;November 2021 and reviewing all the facts including witness statements, the Court Martial on 12<sup>th<\/sup>&nbsp;November 2021, found the soldiers guilty of killing the civilians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two of the soldiers were sentenced to death while the other three were each sentenced to 39 years in prison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will be repatriated from Somalia to Uganda to serve their sentences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs soldiers, we have a responsibility to protect lives and property. Our mission in Somalia is to degrade Al-Shabaab and other armed groups. In doing so, we absolutely have every responsibility to protect the civilian population, and this is very clear in our Rules of Engagement,\u201d said the Ugandan People Defence Force Contingent and AMISOM Sector 1 Commander, Brig. Gen. Don Nabasa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AMISOM Force Commander, Lt. Gen. Diomede Ndegeya, said, \u201cAs a Military component of AMISOM, we will, among our ranks, continue to ensure strict compliance with our obligations as we carry on with the task of pursuing and degrading Al-Shabaab, ISIS and other likeminded armed groups, as well as protecting population centers and securing critical infrastructure and sensitive sites in Somalia\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Special Representative of the Chairperson of the African Union Commission and Head of AMISOM, Ambassador Francisco Madeira, thanked the Government of the Republic of Uganda and the Federal Government of Somalia for their co-operation and support. Ambassador Madeira deeply regrets the killing of the civilians and has, once again, conveyed his and AMISOM\u2019s condolences to the bereaved families for the tragic incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a Mission, AMISOM remains deeply committed to the cause of peace, security and stability in Somalia and the protection of the local population in strict respect of International Humanitarian Law (IHL), International Human Rights Law, and AMISOM rules of Engagement.
