The Speaker of Parliament, Rebecca Kadaga says Parliament will fast track the consideration of the Employment Amendment Bill, 2019.<\/p>\n\n\n\n
Kadaga said this while meeting representatives of the Domestic Workers Association (DWA) who presented a petition requesting for the faster processing of the bill.<\/p>\n\n\n\n
The General Secretary of DWA, Florence Athieno expressed concern about the delay in consideration Employment Amendment and the Sexual Offences Bills, that she said affects the lives of over 1000 domestic workers.<\/p>\n\n\n\n
\u201cWe are here to request that the Employment Amendments Bill is fast tracked and passed into Law. The domestic workers should be reorganized and protected under the law,\u201d she said.<\/p>\n\n\n\n
Athieno added that many women have gained employment as house maids yet they are not catered for in the Employment Act of 2006.<\/p>\n\n\n\n
\u201cDomestic workers play a crucial role in facilitating the working men and women to participate in the economic development of the country but are not recognized and regulated. The Act of 2006 cannot protect the workers clearly leaving them out,\u201d she added.<\/p>\n\n\n\n
Athieno added that it was time for government to regulate domestic workers and also called for the passing of the Sexual Offences Bill 2017 before the expiry of the tenure of the 10th Parliament.<\/p>\n\n\n\n
\u201cNo permit is required for an employer to employ a domestic worker. This leaves the worker exposed to emotional, sexual and physical abuse,\u201d she said.<\/p>\n\n\n\n
Speaker Kadaga said the Committee on Gender, Labour and Social Development is in the final stages of processing the bill before presenting the report to Parliament.<\/p>\n\n\n\n
\u201cWe shall give it priority because we support better working relations and most importantly, you have demystified what a domestic worker is. Sometimes what we read in the papers that the house girls have burned a child has underlying causes which should also be looked into,\u201d Kadaga said.<\/p>\n\n\n\n
The Employment Amendment Bill 2019 was read for the first time on 3rd December 2019, by the National Workers Representative, Hon. Agnes Kunihira.<\/p>\n\n\n\n
The Bill specif\u00adi\u00adcally makes pro\u00advi\u00adsions for the reg\u00adu\u00adla\u00adtion of em\u00adploy\u00adment of do\u00admes\u00adtic work\u00aders and ca\u00adsual em\u00adploy\u00adees in Uganda so as to im\u00adprove their work\u00ading con\u00addi\u00adtions, to pro\u00advide for com\u00adpul\u00adsory reg\u00adis\u00adtra\u00adtion and li\u00adcens\u00ading of re\u00adcruit\u00adment agen\u00adcies for do\u00admes\u00adtic work\u00aders and non-man\u00adual la\u00adbor\u00aders and to pro\u00advide for an ex\u00adplicit for\u00admula for cal\u00adcu\u00adla\u00adtion of sev\u00ader\u00adance pay among others.<\/p>\n\n\n\n
The bill also seeks to re\u00admove the con\u00addi\u00adtions at\u00adtached to pay\u00adment of sev\u00ader\u00adance pay, pro\u00advide for the re\u00adcruit\u00adment and em\u00adploy\u00adment of mi\u00adgrant work\u00aders in Uganda and Uganda mi\u00adgrant work\u00aders abroad and to pro\u00advide for scope of sex\u00adual ha\u00adrass\u00adment in em\u00adploy\u00adment.<\/p>\n","protected":false},"excerpt":{"rendered":"
