{"id":14492,"date":"2020-03-11T11:19:10","date_gmt":"2020-03-11T08:19:10","guid":{"rendered":"https:\/\/ugmirror.com\/?p=14492"},"modified":"2020-03-11T11:19:13","modified_gmt":"2020-03-11T08:19:13","slug":"motor-industry-petitions-parliament-over-vehicle-inspection","status":"publish","type":"post","link":"https:\/\/ugmirror.com\/index.php\/2020\/03\/11\/motor-industry-petitions-parliament-over-vehicle-inspection\/","title":{"rendered":"Motor Industry Petitions Parliament Over Vehicle Inspection"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The\nUganda Motor Industry Association has petitioned parliament over government\u2019s\ndecision to award the contract for motor vehicle inspection to SGS Automative\nLimited, a foreign owned company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nSpeaker of Parliament, Rebecca Kadaga, in her communication to Parliament on\nTuesday, 10 March 2020 said the 10-member association petitioned her saying\nthat they had not been given opportunity to operate the nationalised car\ninspection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese\npeople who are Ugandans said they have the capacity to conduct the inspection\nof cars and would like to be given the opportunity on the basis of the\ngovernment initiative to \u2018Buy Uganda, Build Uganda\u2019,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nSpeaker said that the association did not see why the government is giving\npreferential treatment to a foreign company when the work can be done by\nsomeone locally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\npetition follows a Cabinet decision to approve the controversial mandatory and\nperiodic motor vehicle inspection service which was halted by Parliament in\n2017 citing job creation and enhancement of revenues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members\nof Parliament and vehicle operators protested the fees saying they were unfair\nand inequitable. The Parliamentary Committee on Infrastructure recommended a\nrevision of the fees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\nan article published by the Daily Monitor on Wednesday, 26 February 2020,\nDennis Katungi, the communications and media relations manager of Uganda Media\nCentre was quoted to have said that the system will improve road safety,\ncontrol air pollution, create jobs, curb theft of motor vehicles and enhance\ntax collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\nbenefits include enhanced revenue collections through ensuring that every\nvehicle is compliant to all statutory requirements (Road safety, tax laws and\ntransfer of ownership),\u201d Mr Katungi cited the Cabinet decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government\ncontracted a Swiss company Soci\u00e9t\u00e9 G\u00e9n\u00e9rale de Surveillance (SGS) to carry out\nthe inspection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before\nParliament halted the project, SGS was charging Ushs54,752 for the inspection\nof a motorcycle, Ushs59,000 for buses, Ushs100,000 for a commuter taxi and\nUshs147,500 for a truck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Motorists\nwhose vehicles failed the test were required to pay half the first fee for\nanother inspection.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Uganda Motor Industry Association has petitioned parliament over government\u2019s decision to award the contract for motor vehicle inspection to SGS Automative Limited, a foreign owned company.
