The\nKampala City amendment was first introduced before parliament in 2016 and was\npassed in August in 2019 and ascended to by President Museveni in December\n2019. <\/p>\n\n\n\n

The\namendment put in place the position of the speaker at Kampala Capital City\nAuthority which is designated to maintain the law governing KCCA and presides\nover council meetings.<\/p>\n\n\n\n

While\naddressing the media at the Uganda media centre of Tuesday, the minister of\nKampala, Betty Amongi announced 5th March 2020 as the date to vote for the rest\nof the positions.<\/p>\n\n\n\n

“Kampala\nCapital City Authority has scheduled Council meetings for the purposes of\nelections for the speakers and deputy speakers at the authority and at the five\ndivision urban councils that is Nakawa, Makindye, Rubaga, Central and Kawempe\non 5th March 2020,” she said.<\/p>\n\n\n\n

However,\nthe minister said the voting process is supposed to be secret ballot therefore a\nfew people were selected to access the voting venue.<\/p>\n\n\n\n

“The\nexecutive director of KCCA, town clerks, clerk to councils, the resident city\ncommissioners and the deputy resident city commissioners of the respective divisions\nand the Chief magistrate will be allowed to access the premises where the\nvoting will take place; so those are the only people who will access the\nvenue,” she said.<\/p>\n\n\n\n

The\nrestricted guidelines that have been drawn include not carrying cell phones at\nthe voting venue noting that the election is volatile activity.<\/p>\n\n\n\n

“Voters\nwill not be allowed to use their mobile phones or any other recording devices\nduring the voting exercise; after the voting, the Chief magistrate will declare\nthe winner when the exercise is completed,” she said. <\/p>\n\n\n\n

Even before announcing the date, political parties had already voted for their candidates though with several disagreements. <\/p>\n\n\n\n
