Gen\nTumukunde is a retired senior military officer of the Uganda People\u2019s Defence\nForces (UPDF). <\/p>\n\n\n\n
He\nwas Born in February 1959 in Rukungiri District.<\/p>\n\n\n\n
Tumukunde\nattended Bishop Stuart College Demonstration School for his primary schooling. <\/p>\n\n\n\n
He\nstudied at Kigezi College Butobere (Senior) and Kibuli Secondary School for his\nO-Level and A-Level education, respectively. <\/p>\n\n\n\n
Tumukunde\ngraduated from Makerere University with a Bachelor of Laws degree in 1981. <\/p>\n\n\n\n
He\nobtained a Diploma in Legal Practice awarded by the Law Development Centre in\n2010. <\/p>\n\n\n\n
He\nalso holds an Executive Masters in Oil and Gas Management, awarded by the\nGraduate Institute of Geneva in 2013.<\/p>\n\n\n\n
During\nhis time at Makerere, Tumukunde was involved in anti-government politics, which\nsubsequently led to his joining of then rebels, the National Resistance Army,\nled by President Museveni. <\/p>\n\n\n\n
Tumukunde\nwas hounded by the government security services during his last year at the\nuniversity and on completion, decided to join the struggle, along with two of\nhis friends at the time, Major General Mugisha Muntu and Colonel Jet Mwebaze.<\/p>\n\n\n\n
Obote\u2019s\nsecurity services at the time caught wind of their impending departure for the\nbush and mounted an attack on the NRA\u2019s transit house, a shop in the country\u2019s\ncapital city, Kampala. <\/p>\n\n\n\n
It\nis said that Tumukunde alongside Muntu posed as shopkeepers, surviving what\nwould have been sure torture and death. <\/p>\n\n\n\n
In\nthe early stages of the war, Tumukunde was a machine gunner and eventually went\non to become one of the senior officers in the rebel army, indicated by his\nsenior number RA 0111.<\/p>\n\n\n\n
In\n1985, during one of the bigger battles with the Uganda National Liberation\nFront in Luweero District, Tumukunde was shot multiple times in his legs. <\/p>\n\n\n\n
The\nwounds were so major that it was thought he would not survive. <\/p>\n\n\n\n
He\nwas, however, smuggled out of the country to Nairobi and eventually to London\nwhere he was operated on.<\/p>\n\n\n\n
On\ncapturing power, Tumukunde was promoted to the rank of major and appointed\nfirst secretary and military attach\u00e9 at the Ugandan Embassy in the United\nKingdom. <\/p>\n\n\n\n
Subsequently,\nTumukunde was sent on a Command and Staff Course at the Armed Forces Command\nand Staff College, Jaji, Kaduna, Nigeria from where he emerged as one of the\nbest students. <\/p>\n\n\n\n
He\nlater on returned to Uganda where he became the Army\u2019s director of planning. <\/p>\n\n\n\n
Tumukunde\nserved in this role for many years and was very instrumental in the setup of\nformal military structures in the UPDF, which had until then been a rebel army.<\/p>\n\n\n\n
In\n1994, Uganda held elections for the Constituent Assembly and Tumukunde sought\nto represent his home county Rubaabo. <\/p>\n\n\n\n
His\nmain competitor was a government minister and senior figure Mondo Kagonyera. <\/p>\n\n\n\n
He\nwas the Minister of National Security in the Cabinet of Uganda. He was\nappointed to that position on 6 June 2016. <\/p>\n\n\n\n
He\nwas relieved of his cabinet responsibilities on 4 March 2018, in a presidential\ntweet, in which his nemesis, General Kayihura was also fired.<\/p>\n\n\n\n
He\nis also a qualified lawyer. <\/p>\n\n\n\n
He\nhas served as the UPDF\u2019s chief of personnel and administration, chief of\nmilitary intelligence as well as serving as the commanding officer of the UPDF\nFourth Division, based in Gulu in the Northern Region of Uganda. <\/p>\n\n\n\n
He\nhas also previously served as the director general of the Internal Security\nOrganisation (ISO).<\/p>\n\n\n\n
Tumukunde\nwas also a Member of Parliament representing the Army in the Parliament of\nUganda between 1995 and 2005<\/p>\n\n\n\n
Tumukunde,\nwho was in early thirties at the time, was thought to be the underdog in the\nrace; however, Tumukunde was a very good mobiliser and won by a landslide\nmargin. <\/p>\n\n\n\n
Tumukunde\nthen joined the CA, which formulated the current 1995 Ugandan Constitution. <\/p>\n\n\n\n
Tumukunde\nwas known to be a regular and astute contributor to the sessions and debates\nthat preceded the formation of the Constitution.<\/p>\n\n\n\n
Following\nthe set-up of the constitution, Uganda held elections and Tumukunde\nsubsequently became a member of parliament representing the Army as a special\ninterest group. <\/p>\n\n\n\n
He\nwent on to serve as MP until 2005. <\/p>\n\n\n\n
In\naddition to this, Tumukunde was promoted to the rank of lieutenant colonel and\nappointed chief of personnel and administration.<\/p>\n\n\n\n
In\n1998, Tumukunde was again promoted to the rank of colonel and appointed chief\nof military intelligence and security. <\/p>\n\n\n\n
His\ntenure was arguably the most successful by any officer as it is during this\ntime that Al-Qaeda\u2019s plan to bomb the American Embassy was thwarted.<\/p>\n\n\n\n
There\nwas also a time where bombings were rampant within the capital Kampala, and\nonce again Tumukunde formed several intelligence committees within the city and\nthe problem was managed.<\/p>\n\n\n\n
Tumukunde\nalso built an amicable rapport with the Muslim community, which many had\naccused of spearheading the attacks, so much so that key intelligence\ninformation was forwarded to him with ease. <\/p>\n\n\n\n
Arguably,\nit was during his reign that the Ugandan intelligence apparatus was at its most\nefficient.<\/p>\n\n\n\n
Tumukunde\nwas then promoted to brigadier general and transferred to command the UPDF\nFourth Division based in Gulu. <\/p>\n\n\n\n
At\nthe time, the war with the LRA was ongoing and Tumukunde made significant\nheadway during his time as division commanding officer in diminishing the\nthreat of the LRA.<\/p>\n\n\n\n
He\nwas then appointed director general of the ISO, Uganda\u2019s civil intelligence\nbody. <\/p>\n\n\n\n
During\nhis time at ISO, Tumukunde set up structures that returned ISO to being the\ncountry\u2019s foremost Intelligence gathering body, just as he had done with CMI. <\/p>\n\n\n\n
The\nInternal Security Organisation became renowned for its efficient and effective\napproach towards intelligence and counter-terrorism.<\/p>\n\n\n\n
Tumukunde\u2019s\nfast rise to the upper echelons of both the political and military scene in\nUganda marked him out as one of Uganda\u2019s most popular and well known figures\nand ultimately, this, alongside his very strong minded and unrelenting\ndedication to his country, brought him into the sights of the very institutions\nhe helped to consolidate.<\/p>\n\n\n\n
At\na political retreat in 2003, the general, in the presence of the president and\nhis cabinet, argued against the impending removal of term limits that would\ngive President Museveni the right to stand for re-election on an infinite\nbasis.<\/p>\n\n\n\n
Tumukunde\nstated that this would be in direct contravention of the rights that they\nfought to establish and that he was not willing to take part in what he\nconsidered to be grossly unconstitutional behaviour. <\/p>\n\n\n\n
Predictably,\nthis put him at loggerheads with the establishment and more so the president.<\/p>\n\n\n\n
He\nwas charged with the offences of abuse of office and spreading harmful\npropaganda. <\/p>\n\n\n\n
The\nabuse of office charges were eventually dropped in a manner suggesting that\nthey had been politically motivated in the first instance.<\/p>\n\n\n\n
What\nfollowed was, however, a surprise to many. Tumukunde was on 28 May 2005 forced\nto resign from Parliament and subsequently arrested on the orders of the\npresident.<\/p>\n\n\n\n
On\n18 April 2013, the UPDF General Court Martial sat to bring an end to the\nprocess that had lasted 8 years and summed up its deliberations. <\/p>\n\n\n\n
The\ncharge of spreading harmful propaganda was dropped while the joint charge of\nmilitary misconduct was upheld and Tumukunde was subsequently sentenced to a\nsevere reprimand.<\/p>\n\n\n\n
On\nSeptember 1, 2015, Tumukunde was promoted to the rank of Lieutenant General and\nthen retired from the Army. <\/p>\n\n\n\n
