President Yoweri Museveni, who is the Commander-in-Chief\nof the Uganda Armed Forces, has urged the Uganda People\u2019s Defence Forces to\nalways remain highly disciplined and respect wananchi because the population\nforms the pillars of the army\u2019s existence.<\/p>\n\n\n\n
\u201cYou must respect the people and live in harmony\nwith wananchi. These are your parents, your mothers and fathers whom you should\ngive full respect. If you respect the people, they will also respect you,\u201d he\ncounseled. <\/p>\n\n\n\n
Gen. Museveni was yesterday delivering a lecture to\n344 trainees on the transition of the colonial Army to the People\u2019s Forces. The\ntrainees are in the final phase of concluding their 6 months\u2019 Young Officers\u2019\nCourse at the Uganda Military Academy, Kabamba in Mubende District.<\/p>\n\n\n\n
The President stressed that the Army\u2019s responsibility entails protection of the sovereignty of the State, the people and their property and must, therefore, be disciplined contrary to the Kingdom Armies that served the interest of their masters. <\/p>\n\n\n\n
He explained that Kingdom Armies were mainly pre-occupied with tribal attachments and raiding livestock from their neighbours and had no capacity, technologically, to defend the people from any external aggression and occupation.<\/p>\n\n\n\n
Gen. Museveni observed that by 1900 the whole of\nthe African continent had been colonized by Europeans except for Ethiopia. He\nadded that on attaining independence from the colonial powers, African\ncountries made mistakes such as retaining the colonial armies.<\/p>\n\n\n\n
\u201cAfter independence, people tried to put new wine\nin old bags. So, the colonial armies had to be disbanded and a new Army with a\nmission was built,\u201d he said. He said that the mission of the new Army was to\nensure that the needs of the people that include security, prosperity,\ndevelopment and health, were met.<\/p>\n\n\n\n
He observed that for people to benefit and prosper, there is need to ensure that the army completely shuns bad habits like sectarianism and move along the lines of patriotism and pan-Africanism. <\/p>\n\n\n\n
He pointed out that whoever is promoting sectarian tendencies in the country is an enemy of the people and their prosperity.<\/p>\n\n\n\n
\u201cThe prosperity of a Munyankole is based on other\nUgandans who buy his milk just like the Langi whose sim-sim is bought by people\nfrom other parts of Uganda or other countries,\u201d he observed.<\/p>\n\n\n\n
President Museveni illustrated his point by citing\nthe proposed buying of Ugandan maize by Zimbabwe noting that our Ugandan market\nalone is not enough necessitating a bigger market of Africa and beyond. \u201cWe\nneed the whole of Africa for our prosperity,\u201d he asserted.<\/p>\n\n\n\n
On social and economic transformation, President\nMuseveni informed the trainees of the urgent need for societal change adding\nthat the strategy can be effectively achieved through education, modern\nagriculture, industries, services, ICT and democracy.<\/p>\n\n\n\n
Responding to some of the concerns raised by the\nyoung Officer Cadets, the President assured them that a new team of Legal\nOfficers has been put in place to handle issues affecting them with regard to\nland and property grabbed by some greedy people.<\/p>\n\n\n\n
\u201cI am aware of some crooked people who take\nadvantage of soldiers being away from home for a long time serving their nation\nand beyond and so grab soldiers\u2019 property, including land. We have set up a\nlegal team that will defend and protect the property of soldiers as well as\ncarrying out the surveying of soldiers\u2019 land,\u201d he said.<\/p>\n\n\n\n
On the role of the Army in the Operation Wealth\nCreation programme, President Museveni observed that soldiers are more\ndisciplined and patriotic and have so far done a commendable job of\ndistributing seedlings to wananchi, curbed illegal fishing on the country\u2019s\nwater bodies and are currently helping in fighting the locusts\u2019 invasion.<\/p>\n\n\n\n
Trainee Officer Cadet Kagoya Juliet, on behalf of\nthe Commandant of Uganda Military Academy Kabamba Brig. Gen. Charles Byarugaba,\ncommended President Museveni for the lecture that she said was a turning point\nfor them in their army career. <\/p>\n","protected":false},"excerpt":{"rendered":"
