Speaker\nRebecca Kadaga wants government to implement the copyright law to benefit\nmusicians who she says do not substantially benefit from their work.<\/p>\n\n\n\n
Kadaga,\nwho was meeting Uganda\u2019s international music star Edrisa Musuuza aka Eddy\nKenzo, said she had asked the Attorney General to explain government\u2019s delays\nin implementing section 82 of the Copyright and Neighbouring Rights Law which\ncaters for the work done by musicians.<\/p>\n\n\n\n
\u201cTwo\nweeks ago, I asked the Attorney General to come to Parliament to explain why\nsection 82 of the copy right act has not been implemented, because it protects\nyour work,\u201d Kadaga said during the meeting on Monday, 03 January 2020.<\/p>\n\n\n\n
According\nto Section 82 of the Act, the Minister of Justice may, on the recommendation of\nthe Registrar General and after consultation with the established collecting\nsocieties make regulations generally for the better carrying into effect of the\nprovisions of the Act and to prescribe or provide for anything required or\nauthorized to be prescribed or provided under the Act.<\/p>\n\n\n\n
Kadaga\nsaid that despite its enactment in 2006, performing artists, designers and\nauthors still witness high levels of piracy in their industry because of\nfailure of the Minister to establish a collecting society. <\/p>\n\n\n\n
Kenzo\nvisited the Speaker to update her on progress in his music career.<\/p>\n\n\n\n
Kadaga\nwho confessed to be a fan of the artiste was thrilled on learning the magnitude\nof the work done by Kenzo in empowering children from slum areas or ghettos and\npromoting Uganda worldwide through his music.<\/p>\n\n\n\n
\u201cWhat\nyou have done is a lot; thank you for showing the world that living in a ghetto\ndoesn\u2019t stop one from becoming productive,” she said.<\/p>\n\n\n\n
She\nwas however, concerned with the vast talent in the music industry which has\ngone untapped and proposed that government should consider a separate Ministry\nin charge of the industry. This she\nadded she would henceforth be the advocate on behalf of musicians.<\/p>\n\n\n\n
Musuuza\nsaid a separate Ministry in charge of the music industry is likely to put to\nbetter use the many talented musicians whose work lies idle.<\/p>\n\n\n\n
\u201cMy\nmusic is now playing in many countries; even people who do not know Luganda\nlisten to it. Imagine if government grooms other Kenzos\u201d said Musuuza.<\/p>\n\n\n\n
He\nasked Kadaga to use her position to urge government to recognize artists, whose\nwork has sold Uganda abroad, saying through his music many tourists have come\nto Uganda.<\/p>\n\n\n\n
On\nthe copy right law, Musuuza was glad that the speaker is fighting for its\nimplementation saying that many musicians create songs but still remain poor.\nHe observed that instead music users make more money from it than the\noriginators. <\/p>\n\n\n\n
