The\nChief of Defence Forces of the Uganda People’s Defence Forces (UPDF) Gen David\nMuhoozi has commissioned the newly completed 9 blocks for Senior Non-\nCommissioned Officers\u2019 houses, senior officers\u2019 Mess, Stores and communication\nCentre.<\/p>\n\n\n\n
He\nfurther laid a brick to the resumption of new works on the 5 blocks of the\nofficer\u2019s houses.<\/p>\n\n\n\n
Gen\nMuhoozi while commissioning the new infrastructure at Singo said that this\nshows an improvement and gradual shift from the known mud houses (mama yingiya\npole) to modern houses. <\/p>\n\n\n\n
“As\nUPDF we have priorities, now we are directing all the efforts to the welfare of\nour soldiers,\u201d he noted.<\/p>\n\n\n\n
He\nfurther said; \u201cTo me it\u2019s a double joy that this has come at the time we are\ncelebrating 39 years as the Army, this shows we are growing militarily,\u201d Gen\nMuhoozi remarked.<\/p>\n\n\n\n
He\nthanked all those who have made this success possible singling out the joint Chief\nof staff (JCOS) Lt Gen Joseph Musanyufu, the PSO Singo staff particularly Brig\nBakasumba who started the project and finally the Engineering brigade which has\ndone the construction. <\/p>\n\n\n\n
Muhoozi\nnoted that this had failed until he resorted to Direct Labor Policy in 2015\nwhich has seen the project partially concluded. <\/p>\n\n\n\n
He\nmentioned of other projects in 2Division and Nakasongola under the same policy.\n<\/p>\n\n\n\n
Gen\nMuhoozi asked the users to maintain the buildings so that they stay useful for\na good period of time.<\/p>\n\n\n\n
The\nJoint Chief of Staff (JCOS) Lt Gen Joseph Musanyufu said this is one of the\nsteps achieved in development as UPDF.<\/p>\n\n\n\n
“This Direct labour policy was passed in\nthe 2014\/15 FY, it\u2019s a direct labour by our Engineers without using constructors.\nThis has shown that its possible so maintain the pace,” he said <\/p>\n\n\n\n
The\n30,000-housing project will be funded by the government but it will find UPDF\nalong the way as the institution to use its own resources.<\/p>\n\n\n\n
The\nCommandant’s Peace Support Operations Training Centre, Col Walimbwa thanked the\nCDF for honouring the function and also thanked him for the infrastructural\ndevelopment support which he says has added value to the training and welfare\nof the school. <\/p>\n\n\n\n
Col\nWalimbwa said, this means no more environmental degradation, more time and\nconcentration of the trainees since now there is no more looking for grass for\nconstruction and repairs, safe storage of school food and other facilities.<\/p>\n\n\n\n
The\nCommandant pledged to preserve and maintain the infrastructure. <\/p>\n\n\n\n
He\ntold the officers that it\u2019s their duty to preserve and maintain them for the\nfuture generations.<\/p>\n\n\n\n
He thanked the UPDF strategic leadership for\nthe wise decision and the Ministry of Defence and Veteran Affairs (MODVA) for\nthe support, the Wanaichi for cheap labour and materials for the project and\nfinally the Engineering brigade for the good work.<\/p>\n","protected":false},"excerpt":{"rendered":"
