President\nYoweri Museveni and his Rwandan counterpart, Paul Kagame, will hold another\nround of talks in three weeks time, at the Katuna border post, as they continue\nto seek ways of resolving sticking issues between the two countries. <\/p>\n\n\n\n
The resolution\nwas one of five that the Heads of State arrived at today (Sunday) during the\nthird round of talks in Luanda, Angola. <\/p>\n\n\n\n
Dubbed\nthe Quadripartite Summit, the talks are facilitated by Angola’s President Joao\nLourenco, while DRC’s Felix Tshisekedi is an observer. Before today’s summit,\ntwo others were held in July and August last year in Luanda. <\/p>\n\n\n\n
Today’s\nsummit saw the four Heads of State hold an over four-hour closed door session\nat the Angolan Presidential Palace in the heart of Luanda.<\/p>\n\n\n\n
President\nLourenco, who briefed the media on behalf of the other Presidents, noted that\nunlike the last summit that involved signing memoranda of understanding, this\ntime round there were no such documents.<\/p>\n\n\n\n
Instead,\nhe invited his country’s Foreign Relations Minister Manuel Domingos Augusto to\nread a communique containing five points agreed upon by the summit.<\/p>\n\n\n\n
The\nmeeting, according to the communique, resolved that both countries release duly\nidentified nationals who are in detention of the other country, saying the\nlists had been exchanged between the delegations.<\/p>\n\n\n\n
Also,\nthat both countries refrain from conduct that creates the perception of support\nor financing of “destabilizing forces” in each other’s territory.<\/p>\n\n\n\n
That each country will respect the human rights of citizens of the other parties and that the adhoc committee that was created to facilitate discussion between the two countries will continue with its work.\u00a0 <\/p>\n\n\n\n
