Last\nWednesday, the committee chaired by Hon. Jacob Oboth Oboth met the team from\nURSB led by the Deputy Registrar General \u2013Finance & Administration, Alfred\nMugisha <\/p>\n\n\n\n
The\nLegislators were receiving URSB\u2019s Budget Framework Paper for FY 2020\/21 which\nwas presented by the Deputy Registrar General -Registries, Mrs Jane Okot\nP\u2019Bitek Langoya. <\/p>\n\n\n\n
URSB\nis a key player in enhancing the competitiveness of the economy through\nregistration services which include; Civil Registration, Protection of\nIntellectual Property Rights, Business Registration, Registration of Securities\nin Movable Properties and Insolvency Services.<\/p>\n\n\n\n
\u201cYou\nare one of the shining stars in the list of government agencies. Your\nperformance is outstanding and we would like to thank you for the good work. We\nare quite impressed with the reports from URSB\u201d said the Committee Chairperson,\nHon. Jacob Oboth Oboth.<\/p>\n\n\n\n
Other\nCommittee Members re-echoed the Chairperson\u2019s views, adding that URSB is on the\nright course and therefore deserved the support of Parliament to move forward.\nThe MPs also said they were impressed with the turn-around of services and\ncontinued growth of mandate.<\/p>\n\n\n\n
The\nURSB team presented their report that highlighted key performance areas,\nchallenges, as well as the institution\u2019s priorities for the next Five years.<\/p>\n\n\n\n
\u201cWe\nbelieve with your support as Parliament, together with the Ministry of Finance,\nPlanning & Economic Development, we will be to have our funding gaps\nplugged, giving us even better platforms to grow our Non Tax Revenue\ncollections in addition to increasing our service coverage across the country,\u201d\nsaid Mrs. Langoya, adding that URSB would fully cooperate with Parliament and\nfurnish it with all the information it required to support their plea for\nadequate funding.<\/p>\n\n\n\n
\u201cMr\nChairman, we believe if we are granted more funding to cover our automation\nstrategy, recruit additional staff since our staff structure is only 58%\nfilled, we will be able to perform better than we already are. We ask that you\nlook into this.\u201d<\/p>\n\n\n\n
Mrs.\nLangoya told the Committee that the Bureau needed 15.738 billion to enhance\nproductivity and promote expansion to provide nationwide services. \u201cFor\nexample, implementation of the URSB All-Digital-All-Online strategy to have all\nservices e-based requires 3billion shillings\u201d said Mrs Langoya.<\/p>\n\n\n\n
The URSB team also presented the unfunded priorities which included operationalization\nof the approved Human Resource Structure to improve the staffing level that\ncurrently stands at only 58%, implementation of the URSB All-digital-All Online\ndrive to have all services e-based, Establishment of additional One-Stop Shops\nacross the country, Continuous staff capacity building to cope with progress in\ntechnology, Rolling out of electronic marriage registration systems to\nsignificantly improve formalization of marriages, and Establishment of the\nGeographical Indications Registry.<\/p>\n\n\n\n
\u201cPlease\npoint out the priority areas you believe are crucial for your performance and\nlet us know. We will invite the Ministry of Finance together with URSB and\nagree on how we can get them funded,\u201d said Hon. Oboth Oboth.<\/p>\n\n\n\n
Deputy Registrar General, Alfred Mugisha pointed out that URSB had grown its budget from UGX 2.3\nbn. in FY 2010\/2011 to UGX 25bn in 2019\/2020 and its Non Tax Revenue (NTR) had\ngrown tremendously from UGX 5.8 Billion in 2010\/2011 to UGX 56.3 billion in FY\n2018\/2019. <\/p>\n\n\n\n
Hon. Abdu Katuntu told the Committee\nMembers that Uganda had one of the best Companies Act globally and that he was\nhappy URSB was doing a great job at formalizing the economy.<\/p>\n","protected":false},"excerpt":{"rendered":"
