The\noutgoing Minister of Lands, Housing and Urban Development Betty Amongi has\nurged her successor Beti Olive Kamya to fast-track the implementation of pending\nbills required for the protection of land rights. <\/p>\n\n\n\n
She\nsaid that there are many pending issues related to laws and policies that Betty\nKamya should expect to find on her desk.<\/p>\n\n\n\n
She\nmade the remarks during the handover of the office to Beti Kamya on Tuesday in\nKampala. <\/p>\n\n\n\n
She\nsaid vital legislation that has yet to be passed provides for standardized land\nmapping, proper land survey and agreements on how government can acquire land\nfrom individuals. <\/p>\n\n\n\n
She\ntasked Kamya to first ensure that Ugandans have information and security\nthrough issuing of certificates of ownership of piece of land <\/p>\n\n\n\n
“The\nbibanja holders should be surveyed and certificates given to them, it is the\nfirst experiment, it is a very critical area where you should concentrate,”\nshe said. <\/p>\n\n\n\n
She\nexplained that some of the laws provided for land acquisition and ownership\ninclude the 1995 constitution, the Uganda land policy as well as the land act. <\/p>\n\n\n\n
This\nis however insufficient to provide guidance on land matters.<\/p>\n\n\n\n
She\nsaid as a result, the country has witnessed a number of land conflicts with\nmany resulting into loss of life and property. <\/p>\n\n\n\n
Amongi\nobserved that Ugandans are looking at the lands ministry for the protection of\ntheir property.<\/p>\n\n\n\n
“Even\nthe poorest person in the country, the only wealth that he or she will show to you\nis land,” she said.<\/p>\n\n\n\n
She\nsaid the ministry has considered drafting new laws and policies including the\nNational resettlement land acquisition and rehabilitation policy as well as the\namendment of the survey act to further guide on land matters. <\/p>\n\n\n\n
Kamya\nsaid that she is more than ready to take up the new role. <\/p>\n\n\n\n
“But\nas public servant, wherever you are deployed, you take your best mind. You take\nyour best attitude and you take your open minds. I am eager to work and I am\neager to learn,” she said.<\/p>\n","protected":false},"excerpt":{"rendered":"
